The Ministry of Industry and Trade has just issued Decision No. 2256/QD-BCT on the transfer and appointment of leadership positions.
Accordingly, the term appointment of Ms. Nguyen Thi Lam Giang - Director of the Department of Innovation, Green Transformation and Industrial Promotion - to hold the position of Director of the Department of Science, Technology and Digital Transformation from September 15, 2026. The reappointment term is calculated from March 3, 2025.
Previously, on September 11, 2026, the Ministry of Industry and Trade issued Decision No. 2236/QD-BCT stipulating the functions, tasks, powers and organizational structure of the Department of Science, Technology and Digital Transformation.
According to Decision No. 2236/QD-BCT, the Department of Science, Technology and Digital Transformation is an organization under the Ministry of Industry and Trade, performing the function of advising and assisting the Minister of Industry and Trade in managing the state and organizing the implementation of laws in the fields of: science, technology, innovation; high-tech development, strategic technology; application and transfer of technology; digital transformation, digital economic development of the Industry and Trade sector; standards, technical regulations, measurement, product and goods quality, traceability of product origin, goods and intellectual property; sustainable production and consumption, circular economy; climate change, green growth; green transformation and sustainable development according to the provisions of law and decentralization and authorization of the Minister of Industry and Trade.
Regarding tasks and powers, Decision No. 2236/QD-BCT clearly states: The Department of Science, Technology and Digital Transformation advises and assists the Minister of Industry and Trade in developing and submitting to competent state agencies for approval and promulgation: Law projects, ordinances, draft Resolutions of the National Assembly, the National Assembly Standing Committee, draft Decrees of the Government, Decisions of the Prime Minister; strategies, plans, programs, projects; mechanisms, policies; negotiation and signing programs to join international treaties for areas under the management scope of the Ministry of Industry and Trade and according to the Minister's assignment.
Submit to the Minister for approval and promulgation according to their authority for plans, programs, projects, roadmaps for implementation, legal normative documents, regulations, technical regulations, national standards, and norms for areas under the Department's management.
In addition, issue specific documents, professional and nghiệp vụ guidance documents on specialties and fields under the management scope of the Department. Organize direction, guidance, inspection of implementation, propose amendments, supplements or abolition of legal normative documents, plans, programs, projects, schemes, standards, regulations, norms under the management scope of the Department.
Regarding science, technology and innovation: Develop, promulgate and organize the implementation of mechanisms and policies for the development of science, technology, innovation and technology transfer under the state management scope of the Ministry of Industry and Trade. Develop, promulgate or submit to competent authorities for promulgation five-year plans, science, technology and innovation programs at the ministerial, national, and special national levels, strategic technology development according to the provisions of law; national programs on innovation"; programs, projects, plans for high-tech development, strategic technology, and strategic technology products under the management scope of the Ministry of Industry and Trade.
Guiding and organizing the management of science, technology and innovation tasks, innovation tasks; managing and organizing the implementation according to authority of science, technology and innovation programs at the ministerial, national, special national level, strategic technology development, national programs on innovation in industries and fields under the management scope of the Ministry of Industry and Trade according to authority; advising on the decentralization of agencies managing science, technology and innovation tasks within the Ministry's scope; guiding and inspecting the management of tasks at agencies managing decentralized tasks.
Organize the development and implementation of the 5-year and annual Science, Technology and Innovation Plan; prepare estimates, allocate, manage, use, and finalize the state budget for science, technology and innovation activities under the management scope of the Ministry; advise on promulgating the content and specific spending levels for science, technology and innovation tasks within the management scope of the Ministry according to the guidance of competent authorities.
Advising on building the Science, Technology and Innovation Development Fund of the Ministry of Industry and Trade; deploying the assigned functions and tasks related to management activities, organizing the implementation of the Fund's tasks; Inspecting and supervising the operation of the Fund's operating agency to ensure the disbursement and use of the state budget allocated on schedule and effectively; evaluating the results and effectiveness of the Fund's operations....
