Ministry of Industry and Trade takes over the function of geological, mineral, and industrial park management

The Ministry of Agriculture and Environment has officially handed over the function of geological, mineral, and industrial park management to the Ministry of Industry and Trade.

According to information from the Information Portal of the Ministry of Agriculture and Environment, on the afternoon of September 14, in Hanoi, the ceremony of receiving and handing over state management functions and tasks related to geology, minerals and industrial parks took place. The event was co-chaired by Deputy Minister of Industry and Trade Truong Thanh Hoai and Deputy Minister of Agriculture and Environment Dang Ngoc Diep, with the participation of representatives of relevant ministries and sectors.

At the ceremony, Deputy Minister of Industry and Trade Truong Thanh Hoai said that the Government has issued Resolution No. 66/25/2026/NQ-CP to remove difficulties and obstacles regarding state management authority over industrial parks, geology, and minerals and Decree No. 351/2026/ND-CP stipulating the functions, tasks, and organizational structure of the Ministry of Industry and Trade. Both of these legal normative documents officially take effect from September 15, 2026.

Closely following the direction of the Government and the Prime Minister, the Ministry of Industry and Trade has coordinated with the Ministries: Agriculture and Environment, Construction, Finance to deploy the reception of the assigned tasks. The handover process is carried out strictly to ensure that state management activities maintain continuity, without causing disruption or affecting people and businesses.

Deputy Minister Truong Thanh Hoai emphasized that the Ministry of Industry and Trade has proactively worked with relevant units to review and propose plans to amend legal documents. At the same time, the Ministry continues to resolve dossiers and administrative procedures that have been handed over, ensuring smooth operation of the data system and receiving points.

Leaders of the Ministry of Industry and Trade requested ministries to continue to accompany to promptly handle problems arising in the process of implementing Resolution No. 66. 25/2026/NQ-CP and Decrees on organizational structure in accordance with the spirit of Document No. 9272/VPCP-TCCV dated September 11, 2026 of the Government Office.

The Deputy Minister also wished the Government Office to continue to pay attention to directing, and at the same time requested the Ministry of Home Affairs to advise on a plan to adjust the corresponding payroll and guide localities to consolidate the apparatus when transferring functions.

On the side of the Ministry of Agriculture and Environment, Deputy Minister Dang Ngoc Diep affirmed that the unit fully agrees with the policy of transferring the authority to manage geology and minerals to the Ministry of Industry and Trade. This transfer helps to implement the principle of one task undertaken by one agency throughout, from research, survey, reserve assessment to deep processing and export. At the same time, the two agencies have proactively coordinated more than a month ago to complete the necessary conditions, ready to operate immediately when there is a decision.

Assessing the handover process, Mr. Vu Hai Nam - Director of the Department of Organization - Staffing (Ministry of Home Affairs) - acknowledged the proactiveness of ministries and sectors in urgently completing the legal basis, helping the handover to take place smoothly, without interrupting professional work.

At the end of the ceremony, representatives of the two Ministries officially signed the handover minutes of state management functions and tasks, recognizing the high consensus between the parties to ensure that the work areas continue to be implemented smoothly in the coming time.
