New regulations on the organizational structure of the Ministry of Industry and Trade from September 15

The Government issued new regulations on the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade with 21 affiliated units.

The Government has just issued Decree No. 351/2026/ND-CP dated September 11, 2026, stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade.

Regarding tasks and powers, the Decree stipulates that the Ministry of Industry and Trade shall perform tasks and powers according to the provisions of the Law on Organization of the Government, the Government's regulations on the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies and the following tasks and powers:

Submit to the Government draft laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee; draft decrees, draft resolutions of the Government; submit to the Prime Minister draft decisions of the Prime Minister according to the annual law-making program and plan of the Government and ministries; resolutions, projects, schemes, and summary programs as assigned by the Government, the Prime Minister and the annual legislative program of the National Assembly.

The Decree also details the tasks and powers of the Ministry of Industry and Trade in the fields of electricity and renewable energy; electricity demand management; electricity regulation; oil and gas, coal, offshore energy associated with oil and gas activities, new energy and other energy; energy saving; heavy industry, light industry; geology and minerals; industrial promotion, industrial parks, industrial clusters, handicrafts; chemicals, industrial explosives; industrial safety; trade and domestic market; market management; competition and protection of consumer rights.

Regarding organizational structure, the Ministry of Industry and Trade has 21 affiliated units, including: Department of Planning - Finance; Department of Overseas Market Development and Multilateral Trade; Department of Organization and Personnel; Department of Legal Affairs; Ministry Office; Department of Energy - Oil and Gas; Department of Electricity; Department of Industry; Department of Safety and Industrial Environment; Department of Chemicals; Department of Domestic Market Management and Development; Department of E-commerce; National Competition Committee; Department of Science, Technology and Digital Transformation; Department of Import-Export; Department of Trade Remedies; Department of Trade Promotion; Department of Geology and Minerals of Vietnam; Institute of Strategy and Policy Research on Industry and Trade; Cong Thuong Newspaper; Cong Thuong Magazine.

Among them, the first 18 units are units assisting the Minister in performing state management functions, the remaining 3 units (Institute for Strategy and Policy Research on Industry and Trade; Industry and Trade Newspaper; Industry and Trade Magazine) are public non-business units serving the state management functions of the ministry.

The Department of Overseas Market Development and Multilateral Trade is organized with 6 departments.

The National Competition Commission performs its functions, tasks, powers and organizational structure according to the provisions of competition law.

Decree 351/2026/ND-CP takes effect from September 15, 2026; replacing Decree No. 40/2025/ND-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade.
