Before the 7th session of the 15th National Assembly, the Ministry of Home Affairs received the opinion of the Delegation of the National Assembly of Haiphong City.
According to citizens of Haiphong City, on January 11, 2024, the Government issued Decree No. 03/2024/NĐ-CP regulating the agency responsible for performing the function of specialized inspection and the activities of the agency entrusted with performing the function of specialized inspection. Accordingly, the entire Decree No. 90/2012/NĐ-CP dated November 5, 2012 of the Government on the organization and operation of the inspection agency of the Ministry of Home Affairs, expired on March 1, 2024.
Citizens of Haiphong City proposed that the Ministry of Home Affairs soon issue a new Circular guiding the procedure and content of inspection to implement the regulations on internal affairs work, so that localities have a basis to implement and carry out.
Regarding this matter, the Ministry of Home Affairs has issued a document in response to the citizens of Haiphong City. The Ministry of Home Affairs stated that, based on the Law on Inspection in 2010 and Decree No. 90/2012/NĐ-CP, the Minister of Home Affairs issued Circular No. 09/2012/TT-BNV dated December 10, 2012 regulating the procedure and content of inspection on the recruitment, employment, and management of public servants and civil servants.
However, to date, some regulations need to be adjusted, replaced, or abolished in accordance with the Law on Inspection in 2022, the Law Amending and Supplementing the Law on Cadres, the Law on Public Servants, the Law on Civil Servants, and other implementing documents.
The Ministry of Home Affairs has conducted research and has a plan to soon develop a new Circular to replace and abolish Circular No. 09/2012/TT-BNV to ensure the legal basis for implementing specialized inspection activities for inspection agencies of the Ministry of Home Affairs (in which the Ministry of Home Affairs will seek the opinion of the Government Inspectorate on the necessity of issuing a procedure for specialized inspection of the Ministry of Home Affairs). The Ministry of Home Affairs acknowledged the opinion of the citizens of Haiphong City.
In the near future, the Ministry of Home Affairs will seek the opinion of the Government Inspectorate, based on which it will consider and issue a Circular regulating the procedure and content of inspection on the recruitment, employment, and management of public servants.
As Lao Dong reported, earlier, the Inspection Agency of the Ministry of Home Affairs conducted a public announcement of the decision to conduct a specialized inspection of the implementation of regulations on internal affairs work in Quang Binh Province.
Earlier, the Inspection Agency of the Ministry of Home Affairs had announced the decision to conduct a public inspection at the Ministry of Construction. The content was to inspect the implementation of regulations on the construction of job positions and the management of public servants' positions, the delegation of state management in the field under the jurisdiction of the Ministry of Home Affairs at the Ministry of Construction.
At the beginning of August 2024, the Inspection Agency of the Ministry of Home Affairs also announced the plan to conduct a public inspection of the implementation of regulations on the recruitment of public servants; the appointment of public servants to leadership positions; the standards for public servant positions holding leadership positions; the promotion of public servants; the training and retraining of public servants at the departments, branches, and People's Committees of the districts and cities under Lam Dong Province.
