Mr. Nguyen Van Dac said that before merging communes and wards and implementing the 2-level local government model, he held the positions of: Party Committee member, Secretary of the Youth Union, Chairman of the Veterans Association and Deputy Political Commissar of the Ward Military Command of Thanh Hoa province.
After the merger, he wondered whether he would still receive allowances for the next 6 months, including: Party Committee member allowance, allowance for concurrently holding the position of Chairman of the Commune-level Veterans Association and seniority allowance for Deputy Political Commissar of the Ward Military Command according to Decree 16/2025.
Regarding Mr. Dac's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
Currently, Party Committee member allowances are implemented according to Regulation 169 of the Secretariat on the responsibility allowance regime for Party Committee members at all levels, in which, Article 2 and Clause 1, Article 3 of this Regulation have stipulated the allowance level and the allowance principle.
Regarding salary and allowance reserves, according to the Ministry of Home Affairs, on August 9, 2025, the Government Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the development of a model of the organization of local government at both levels of the Government issued the following documents: No. 03/CV-BCD dated April 15, 2025, No. 11/CV-BCD dated June 4, 2025 and No. 16/CV-BCD dated August 9, 2025 guiding the implementation (reservation or continued enjoyment) of allowances for cadres, civil servants and public employees when implementing the arrangement of local government at both levels from July 1, 2025.
The organization and implementation of policies for cadres, civil servants and public employees in Thanh Hoa province is under the authority of the Provincial People's Committee.
Therefore, the Ministry of Home Affairs recommends that you contact the agency managing cadres, civil servants and public employees of Thanh Hoa province (Department of Home Affairs) for answers.
