The Ministry of Home Affairs has just issued Official Letter 7058/BNV-CTL&BHXH on giving opinions on 2 draft circulars amending guidelines for implementing special allowances and regional allowances.
Accordingly, in order to have a basis for considering and deciding on amending the guidelines for implementing the regional allowance regime and the special allowance regime to suit the 2-level local government model (replacing the previous 3-level local government model), the Ministry of Home Affairs issued Document No. 2942/BNV-CTL&BHXH dated May 27 to provinces and cities to review and propose special allowances and regional allowances.
The results of reviewing the proposals of provinces and cities before the reorganization are different, some localities propose to mainly keep the same, some localities propose to apply a higher level or increase the allowance level compared to the current one.
In the context of not implementing salary reform and rearranging salary allowances according to Resolution 27-NQ/TW in 2018 of the 7th Central Conference, term XII, the Ministry of Home Affairs has compiled and planned to amend the list of areas receiving allowances in the direction of new communes formed from old communes with the same allowance level, but kept the same as the allowance level of the old commune.
The Ministry of Home Affairs also orients new communes formed from old communes with different allowance levels, so the allowance level of the new commune must not exceed the allowance level of the old commune with the highest allowance level.
In addition, do not combine the review of allowances to supplement new or adjust the increase in the allowance level of new communes (old communes do not have allowances, new communes do not have allowances; do not increase the allowance level of new communes higher than the allowance level of old communes).
The Ministry of Home Affairs requests the People's Committees of provinces and cities to direct the Department of Home Affairs to preside over and coordinate with the Department of Finance, the Department of Ethnic Minorities and Religions and relevant agencies and units to continue reviewing, balancing and proposing a reasonable special allowance and regional allowance for the newly formed commune-level area after the arrangement from 63 to 34 provincial-level administrative units.
In particular, the Ministry of Home Affairs also proposed reviewing the names of communes and units under its management, ensuring compliance with legal regulations.
The provinces and cities are responsible for reviewing and balancing the allowance level, names of localities and allowance-receiving units under their management.
Based on reviewing and rebalancing the allowance level, the Ministry of Home Affairs proposed to give comments on 2 draft Circulars amending instructions on implementing special allowances and draft Circulars amending instructions on implementing regional allowances.
