The Ministry of Home Affairs has issued professional and technical training documents for commune-level cadres, civil servants and public employees in the field of state management of the Home Affairs sector.
In particular, Circular No. 09/2025/TT-BNV stipulates 17 tasks of determining authority in specific fields.
9 tasks from the district level to the commune level (commune-level People's Committee: 3; Chairman of the commune-level People's Committee: 2; Police, Commune-level Military Command: 4);
8 tasks from district level to provincial level (Department of Home Affairs: 4, Public Security, Provincial Military Command: 3; Chairman of Provincial People's Committee: 1).
The Ministry of Home Affairs said that Article 14 of Circular 09/2025 clearly states the authority and responsibility of the People's Committees at the commune level in handling one-time allowances for those sent as experts to help Laos and Cambodia according to Decision No. 57/2015.
Accordingly, the People's Committee at the commune level shall implement within 10 days from the date of completing the list of proposed beneficiaries.
Guiding beneficiaries or relatives of beneficiaries to prepare documents according to regulations.
Check the validity of the dossier; return the invalid dossier to the completer.
Monthly receive valid documents from beneficiaries or relatives of beneficiaries with permanent residence registration in the locality; compile and make a list of beneficiary requests according to Form No. 16, Appendix I attached to this Circular before the 10th of each month.
Publicly announce the list of beneficiaries within 10 days from the date of completing the list of proposed beneficiaries; receive comments related to beneficiaries or relatives of beneficiaries during the time of public disclosure of the list; notify the content of related reflections to beneficiaries or relatives of beneficiaries; synthesize opinions and report to the People's Committee at the provincial level for consideration and decision.
Submit the list and documents of beneficiaries to the People's Committee at the provincial level through the Department of Home Affairs within 5 working days from the deadline for publicizing the list of beneficiaries.
Decision No. 57/2015 stipulates a one-time allowance for those sent as experts to help Laos and Cambodia.
Accordingly, the Decision stipulates the one-time subsidy regime for those sent as experts to help Laos from May 1, 1975 to December 31, 1988 and to help Cambodia from January 1, 1979, to August 31, 1989 in Cambodia.
