Ms. Duong Thi Mai (name of the character changed) said that she has 5 certificates of merit from the Provincial People's Committee. However, when considering awarding the title of Meritorious Teacher, 4 certificates of merit were not recognized as certificates of merit.
According to Ms. Mai, in the previous period, the Provincial People's Committee implemented the form of awarding certificates of merit associated with professional titles, such as "Excellent Teacher", "Excellent Teacher at the provincial level".
At that time, the reasons for commendation were recorded together in the same decision, according to the form of administrative documents and regulations on emulation and commendation of the locality, without separating the phrase "Commendation for excellently completing tasks (charms)".
Ms. Mai said that in the period 1996 - 2007, she won 7 titles of excellent teacher, excellent teacher at the provincial level, and also received many certificates of merit in movement and trade union activities.
In addition, she has a series of 10 consecutive years achieving the title of excellent teacher at the provincial level, emulation soldier and 4 certificates of merit signed by the Chairman of the Provincial People's Committee in the period 1996 - 2005.
According to Ms. Mai, the process of continuous striving and accumulating achievements mentioned above is consistent with the spirit of the form of commendation for merits stipulated in Resolution No. 203/2025/QH15.
Therefore, she requested the competent authority to inform whether these certificates of merit are considered for equivalent reference to serve the consideration for awarding the title of Meritorious Teacher or not. In case it is necessary to ask for opinions from superiors, she also requested guidance for the competent authority to receive and resolve.
Regarding Ms. Mai's reflection and recommendations, the Ministry of Home Affairs has responded on the Electronic Information Portal.
Article 8 of the Law on Emulation and Commendation in 2022 stipulates 6 types of commendation, including Commendation for merits.
Clause 1, Article 8 stipulates the type of merit reward as follows: "Meritorious merit reward is rewarding individuals and collectives who regularly have outstanding achievements in building and protecting the Fatherland.
This is a type of regular reward for collectives and individuals with continuous striving processes, accumulating many achievements, recognized through summarizing regular emulation movements and annual evaluation and ranking results.
Clause 4, Article 7 of Decree No. 35/2024/ND-CP dated April 2, 2024 of the Government stipulates the consideration for awarding the titles "People's Teacher", "Excellent Teacher", in which, stipulates one of the criteria "Having merit and achievements in contributing to the cause of education and training to be considered for awarding "Excellent Teacher" for teachers and managers at preschool education institutions, primary education, secondary education, reform schools, continuing education institutions, vocational education centers and intermediate schools who have been awarded certificates of merit twice according to merit at the ministerial, board, sector, and provincial levels.
The above regulations ensure the principle of "Unification between form, subjects of commendation and achievements and accomplishments" as stipulated in the Law on Emulation and Commendation in 2022.
According to the Ministry of Home Affairs, the determination of the provincial-level People's Committee's certificate of merit as a certificate of merit for achievements (regular commendation according to the work year) or a certificate of merit for specialized achievements (commendation according to one-sided achievements) to serve as the basis for considering the award of the title "Outstanding Teacher" will be considered by the Council for considering the award of the titles "People's Teacher", "Outstanding Teacher" for each specific case according to the provisions of law.
