Mr. Nguyen Van Chung (name of the character changed), an official of the Institute of Research of the Ministry of Education and Training, has just sent a petition on guiding the implementation of the 2025 Law on Officials, in which it is proposed to clarify the regulations on considering promotion of professional titles in the transitional period.
According to Mr. Chung, the unit currently has many officials who are eligible for consideration for promotion from professional titles in positions such as administrative, accounting, researcher...
However, when the 2025 Law on Public Employees is expected to take effect from July 1, 2026, with the orientation of removing the current classification of professional titles and applying 3 new groups of public employees, many public employees are concerned about ensuring their rights in the transition process.
Mr. Chung requested the Ministry of Home Affairs to provide information on the timing of issuing the decree guiding the implementation of the Law on Civil Servants in 2025. At the same time, he hoped that the Ministry would clarify whether, while waiting for the guiding document, the units are allowed to develop a Project on considering promotion of professional titles to ensure the rights of civil servants who are working and eligible for promotion consideration or not.
Regarding Mr. Chung's reflection and recommendations, the Ministry of Home Affairs has responded on the Electronic Information Portal.
Based on the provisions of the Law on Civil Servants No. 129/2025/QH15 and Regulation No. 304/QD-TTg dated February 13, 2026 of the Prime Minister, the Ministry of Home Affairs has submitted Official Dispatch No. 4051/TTr-BNV dated April 28, 2026, submitting to the Government a draft Decree on recruitment, use and management of civil servants that will take effect from July 1, 2026.
While the Law on Civil Servants No. 129/2025/QH15 has not taken effect, the consideration of civil servant promotion is carried out in accordance with current regulations.
