Ms. Tran Thi My (name of the character changed) is concerned about the scope of application of the policy of attracting people with doctoral degrees according to Decree 179/2024/ND-CP.
According to her, the provisions in point c, clause 2, article 4 of the decree state that the subjects are people with doctoral degrees, specialist doctors level II, and specialist pharmacists level II.
However, she is not clear whether this policy only applies to doctors in medicine and pharmacy or also applies to people with doctoral degrees in other industries and fields. She requested functional agencies to clearly explain the regulations for convenience in learning and implementing.

Point c, Clause 2, Article 4 of Decree No. 179/2024/ND-CP stipulates: People with a doctorate degree, specialist doctor level II, specialist pharmacist level II specializing in medicine and pharmacy at domestic educational institutions, within the age limit prescribed by the Government on the use and valuation of individuals engaged in scientific and technological activities up to the time of submitting applications.
Clause 4, Article 3 of Decree No. 179/2024/ND-CP stipulates: Based on the development orientation of strategic sectors and fields, the focus of the country and localities, ministries, sectors, central and local agencies specifically identify sectors and fields that need to prioritize the use of high-quality human resources in each stage and specifically decide on the implementation of policies to attract and value talented people to work in agencies, organizations, and units under management depending on budget capacity and management authority of cadres, civil servants, and public employees according to decentralization.
