The Ministry of Home Affairs has just clarified the authority to approve subjects wishing to quit their jobs according to Decree 178/2024 (amended and supplemented in Decree 67/2025).

Before March 1, 2025, Ms. Nguyen Thi Thu (character's name has been changed) was Deputy Head of the Organization - Administration Department of a drug rehabilitation facility in Yen Bai province. After that, she was a seconded civil servant at a drug rehabilitation facility in Yen Bai province.

From July 1, 2025 to present, she has been transferred to work at Lao Cai Social Work and Protection Center No. 1.

"Currently, if I wish to quit my job, am I subject to Decree 178/2024 or not? When will I continue to receive the allowance for the position of Deputy Head of the Department? We hope to receive an answer from the Ministry of Home Affairs" - Ms. Thu wondered.

Regarding Ms. Thu's reflection on her petition, the Ministry of Home Affairs responded on the Electronic Information Portal.

In Decree No. 178/2024 dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the apparatus of the political system (amended and supplemented in Decree No. 67/2025 dated March 15, 2025 of the Government), the Government has decentralized to the heads of agencies, organizations, units and People's Committees, Chairmen of provincial People's Committees to determine subjects and decide on approval.

At the same time, on August 13, 2025, the Ministry of Home Affairs issued Document No. 6383 on implementing Conclusion No. 183 of the Politburo and the Secretariat, sent to ministries, branches and localities; in which specific instructions on implementing policies and regimes according to the provisions of Decree No. 178/2024 (amended and supplemented in Decree No. 67/2025).

Therefore, the Ministry of Home Affairs requests citizens to base on the provisions of Conclusion No. 183 and the instructions of the Ministry of Home Affairs in Document No. 6383 mentioned above to determine their case;

At the same time, the Ministry also requested that she provide full information for individuals who need to ask, send it to the commune-level authorities where the citizen works and the Department of Home Affairs of Lao Cai province for guidance and resolution according to regulations.

In Document No. 6383, the Ministry of Home Affairs requested ministries, departments, branches and localities to strictly implement the direction of the Politburo, the Secretariat in Conclusion No. 183 and the opinion of the Government Party Committee in Official Letter No. 322, focusing on reviewing and screening subjects affected by the reorganization of the apparatus, making a list and issuing a decision on retirement for cadres, civil servants, public employees, workers and armed forces under their management under Decree No. 178/2024 (amended and supplemented in Decree No. 67/2025) before August 31, 2025, the latest time off work to enjoy policies and regimes is September 1, 2025; after this time, it will end.

For cases that have been issued decisions by competent authorities (decisions on early retirement, decisions on resignation) before August 1, 2025 to determine the subjects who have quit their jobs according to the roadmap until December 31, 2025, they will continue to enjoy the policies and regimes according to regulations.
