The Ministry of Home Affairs has just issued Official Letter No. 6383/BNV-TCBC to central and local agencies on the implementation of Conclusion No. 183-KL/TW of the Politburo and the Secretariat.
Accordingly, the Ministry of Home Affairs requests that ministries, departments, branches and localities strictly implement the direction of the Politburo, the Secretariat in Conclusion No. 183-KL/TW and the opinion of the Government Party Committee in Official Dispatch No. 322-CV/DU, focus on reviewing and screening subjects affected by the restructuring of the apparatus, making a list and issuing a decision on resignation for cadres, civil servants, public employees, workers and armed forces under their management under Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) before August 31, 2025, the latest time off work to enjoy policies and regimes is September 1, 2025; after that time, it will end.
For cases that have been issued decisions by competent authorities (decisions on early retirement, decisions on resignation) before August 1, 2025 to determine the subjects who have quit their jobs according to the roadmap until December 31, 2025, they will continue to enjoy the policies and regimes according to regulations.
The Ministry of Home Affairs requests ministries, departments, branches and localities to promptly arrange funding, completely resolve the payment of policies and regimes to the subjects, ensuring completion before August 31, 2025;
In case of difficulties or problems related to funding sources, the Ministry of Home Affairs recommends consulting the Ministry of Finance for guidance or reporting to competent authorities for consideration and decision.
Previously, at the regular Government meeting in July, Minister of Home Affairs Pham Thi Thanh Tra suggested that localities must "do it quickly, complete" the payment of the regime.
When units and localities have decided to let cadres, civil servants and public employees quit their jobs due to the impact of the restructuring of the apparatus, it is necessary to urgently implement the payment of regimes and policies in accordance with regulations to ensure that when there is a decision to retire, it must be paid immediately.
The Ministry of Home Affairs has also agreed with the Ministry of Finance. If by August 31, any unit or locality has not completed the payment, the Ministry of Home Affairs and the Ministry of Finance will report to the competent authority to consider the responsibility of the head.
The Minister also noted that cadres who do not meet the requirements can be encouraged to quit their jobs in a proactive spirit, thereby meeting the requirements of restructuring and improving the quality of the team.
