After the 7th session of the 15th National Assembly, the Ministry of Home Affairs received comments from the National Assembly Delegation of Vinh Long province.
Accordingly, voters of Vinh Long province proposed to pay attention to and consider awarding Medals to those who participated in the resistance war against the US (as guerrillas) under the age of 18.
Regarding this content, the Ministry of Home Affairs has sent an official dispatch in response to voters of Vinh Long province.
At Point d, Clause 4, Part II, Section A, Circular No. 39-BT dated April 21, 1982 of the Council of Ministers on guidelines for implementing the Regulations on commendation and summary of achievements in the resistance war against the US to save the country, considering commendation for some special cases: The time participating in the resistance war of those under 18 years old who are recognized by organizations in the payroll is counted for consideration of commendation.
In Section A, Part I, Instruction No. 109-VHC dated May 17, 1982 of the Institute of Medals stipulates: The main subjects of rewards are those with achievements in participating in the resistance war.
The following people are also considered for rewards: Those who participated in the resistance war at a young age (under 18 years old) must be confirmed by the revolutionary organization.
On June 12, 2024, Minister of Home Affairs Pham Thi Thanh Tra also signed and issued Circular No. 02/2024/TT-BNV Stipulating measures to implement Decree No. 28/2024/ND-CP dated March 6, 2024 of the Government detailing the order and procedures for considering and awarding the "Glorious Youth Volunteer Medal" and the commendation and summary of resistance achievements.
In particular, Clause 5, Article 4 of Circular No. 02/2024/TT-BNV stipulates measures to implement the Decree detailing the order and procedures for considering and posthumously awarding the "Glorious Youth Volunteer Medal".
Accordingly, people under 18 years old will only be recognized and considered for rewards for their achievements in participating in the resistance war against the US to save the country when they join an organization and are recognized by the organization as being on the payroll in which they participated.
People under 18 years old who are not active in resistance organizations are not eligible for consideration and rewards for resistance achievements.
