Ministry of Home Affairs responds to questions about the timing of salary grade increase for secondary school teachers

The Ministry of Home Affairs has just responded to a teacher's question about the time to receive salary after regular promotion.

Mr. Nguyen Van Duy (character name has been changed), a secondary school teacher, said he was appointed to the industry and received official salary from June 16, 2016.

According to the schedule of regular salary grade promotion every 3 years, he believes that he will be promoted to grade 3 from June 16, 2026. However, when completing the procedures, the accountant informed that he would only receive grade 3 salary until July 1, 2026.

Therefore, he wondered why the salary in the second half of June was not calculated according to the new salary grade.

Regarding Mr. Duy's reflection, the Ministry of Home Affairs has responded on the Electronic Information Portal.

Accordingly, the regime of early salary increase for cadres, civil servants, public employees and employees is regulated in Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding the implementation of the regime of regular salary increase and early salary increase for cadres, civil servants, public employees and employees.

Cases included in the time for regular salary promotion consideration include:

Working holidays are entitled to full salary according to the provisions of labor law;

Maternity leave period according to the provisions of law on social insurance;

Time off due to illness, occupational accident, occupational disease entitled to social insurance cumulatively from 6 months or less (during the term of holding rank) according to the provisions of law on social insurance;

The time decided by competent authorities to be sent to work as experts, study, intern, work, survey in the country, abroad (including the time to go under the spouse regime according to the Government's regulations) but still on the salary payment list of agencies and units.

The organization of policy implementation for cadres, civil servants, and public employees in Bac Ninh province is under the authority of the Chairman of the Provincial People's Committee.

Therefore, the Ministry of Home Affairs requests him to contact the agency managing cadres, civil servants, and public employees of Bac Ninh province (Department of Home Affairs) for answers.
