Sending a petition to the Ministry of Home Affairs, Hanoi City requested to continue to pay attention to guiding the arrangement of villages and residential groups, policies for redundant non-specialized personnel and the completion of dossiers and administrative boundary maps after arrangement.
Meanwhile, Lao Cai province proposed that the Ministry of Home Affairs have unified guidance on dossiers, procedures and how to verify working time for cases of non-specialized personnel at the commune, village, and residential group levels who have lost dossiers and documents proving their working process, to ensure the rights of subjects and create a basis for appraisal and settlement of support policies in accordance with regulations.
Responding to Hanoi's proposal, the Ministry of Home Affairs said that it has advised competent authorities to issue documents guiding the implementation of arranging and reorganizing villages and residential groups and arranging, using, regimes, and policies for non-specialized personnel at the commune level, in villages and residential groups so that localities have a basis for implementation;
In the process of organizing implementation, the Ministry of Home Affairs regularly monitors and urges the progress of implementation in localities; periodically and weekly summarizes the situation, implementation results, and arising difficulties and obstacles to report to the Secretariat, Government, and Prime Minister according to regulations.
For difficulties and obstacles under its authority, the Ministry of Home Affairs promptly researches, guides, and removes them; for contents beyond its authority, the Ministry is summarizing and reporting to competent authorities for consideration and decision to ensure unified implementation, in accordance with regulations and in accordance with reality.
Regarding the completion of dossiers and administrative boundary maps after arrangement, the Ministry of Home Affairs has issued Circular No. 27/2025/TT-BNV dated December 30, 2025, detailing the preparation, revision and management of administrative unit boundary dossiers at all levels, as a basis for localities to organize implementation.
The Ministry of Home Affairs requests localities to study and implement in accordance with the provisions of the Circular.
In case difficulties, obstacles or unclear content arise during the implementation process, it is requested that localities have specific written feedback to the Ministry of Home Affairs for guidance and answers according to their authority.
Regarding Lao Cai's proposal, the Ministry of Home Affairs said that the determination of working time and settlement of regimes and policies must be based on dossiers and documents in accordance with the law.
In case records and documents are lost, the Ministry requests localities to proactively review and compare archived documents, management books, decisions of competent authorities and related documents to verify and serve as a basis for settlement according to regulations.
