Ministry of Home Affairs responds to the transfer of general practitioner salary ranking from coefficient B to A0

Regarding the medical assistant's question about not being transferred to a salary grade from coefficient B to A0 after standardizing qualifications, the Ministry of Home Affairs has responded and clarified the basis for implementation.

Mr. Nguyen Van Thanh (name of the character changed) said that he is a general practitioner, working at a health station and has been appointed to the professional title of medical assistant rank IV. In January 2026, he completed the medical assistant college program according to regulations, but so far the unit has not prepared a report to transfer salary grades from type B to type A0.

According to Mr. Thanh, Decree No. 232/2026/ND-CP and Decree No. 259/2026/ND-CP stipulate that civil servants are arranged according to the professional level of the job position and are transferred from professional titles to corresponding professional levels. He said that after meeting the standards for qualifications from intermediate to college, he is eligible to be transferred to professional level 2 and receive salary type A0.

However, by July 2026, the transfer has not been implemented. Therefore, Mr. Thanh requested functional agencies to clarify whether the slow salary transfer affects the rights of public employees or not, and at the same time guide specific legal bases for the unit to apply.

Regarding Mr. Thanh's reflection and proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.

The Ministry of Home Affairs said that Article 24 of the Law on Civil Servants No. 129/2025/QH15 dated December 10, 2025 (effective from July 1, 2026) stipulates: Civil servants are transferred to new job positions if they meet the standards and conditions of that job position and the unit still needs a job position.

The change of job positions is decided by competent authorities, ensuring publicity, transparency, objectivity and compliance with the law.

Implementing the Law on Civil Servants in 2025, the Government has issued 2 Decrees: No. 232/2026/ND-CP dated June 26, 2026 regulating the position of civil servants, No. 259/2026/ND-CP dated June 30, 2026 regulating the recruitment, use and management of civil servants.

Based on the provisions of Article 58, Article 59 and Article 60 of Decree No. 259/2026/ND-CP, the Ministry of Home Affairs requests you to exchange with the civil servant management agency where you work for consideration and resolution.
