The Government has just issued Decree No. 232/2026/ND-CP regulating civil servant positions. The Decree takes effect from July 1, 2026.
The list of civil servant positions in public non-business units is determined according to job position groups including:
Appendix I: List of managerial positions.
Appendix II: List of professional and nghiệp vụ job positions.
Appendix III: List of supporting job positions.
The list of professional and nghiệp vụ job positions and the list of supporting job positions are determined according to the principle that each field of professional activity or group of activities with the same basic professional nature and content is a job position.
The determination and use of job positions must ensure the following requirements: Do not generate job positions outside the framework job position list issued by the Government; do not change the name of the job position, do not divide, separate or merge job positions in the framework job position list issued by the Government.
In case a job position is specified simultaneously in the List of professional and nghiệp vụ job positions and the List of supporting job positions, the competent agency or unit decides on the application of a suitable framework job position list based on considering the following criteria:
Level of connection with the main functions and tasks of the unit: The job position directly performing the professional functions and tasks of the unit is defined as a professional and nghiệp vụ job position; the job position serving management, administration or ensuring general operating conditions of the unit is defined as a supporting job position.
Nature of output products: Job positions that create specialized products, have independent professional value and are directly used in performing the functions and tasks of the unit are defined as professional and nghiệp vụ job positions; job positions that create products for internal service or support the operation process of the unit are defined as supporting job positions.
Requirements for specialized competence: Job positions that require in-depth professional knowledge and skills, meet professional title standards, professional standards or professional practice conditions according to the provisions of law are defined as professional and nghiệp vụ job positions; job positions that mainly require shared professional knowledge and skills, which can be applied in many different fields, are defined as supporting job positions.
For management positions:
A management title corresponds to a job position.
In case there are 2 or more people holding the position of deputy head of the head, the assignment to be in charge of specific fields and tasks does not generate new job positions or change the name of the job position.
Associated with a professional, nghiệp vụ job position or supporting job position suitable to the assigned field; is the basis for determining professional tasks, capacity requirements and the implementation of regimes and policies for public employees according to the provisions of law.
The list of job positions is used uniformly in the unit; the specific assignment of tasks to each public employee does not change the identified job positions.
