The Ministry of Home Affairs stated the principle of paying wages according to market mechanisms, based on agreements between businesses and employees, associated with labor productivity.

The Ministry of Home Affairs has responded to the petitions of voters in Da Nang City sent after the first session of the 16th National Assembly.

Voters proposed that the Ministry of Home Affairs study and promulgate legal regulations in the direction of requiring businesses to deduct an appropriate percentage from the increased profits from improving labor productivity to directly supplement the salary and bonus funds of employees.

Thereby, ensuring harmony of interests between businesses and workers, encouraging productivity improvement, income improvement and creating long-term commitment motivation for workers.

Answering this content, the Ministry of Home Affairs said that currently Vietnam's salary policy system has been institutionalized according to market principles in the 2019 Labor Code.

In which, salaries are formed on the basis of agreements between employees and employers, associated with labor productivity and quality of work performance.

The State does not directly intervene in the salary policy of enterprises but only stipulates the minimum wage to protect vulnerable workers in the market; ensuring the autonomy of enterprises in building and deciding on salary scales, salary tables, determining salaries and paying salaries to workers appropriately.

At the same time, do not limit the maximum level for experts, talented people, with high technical expertise. From there, ensure harmony of interests between businesses and workers, encourage improved productivity, improved income to retain and attract high-quality human resources.
