The Ministry of Home Affairs has responded to the petitions of voters in Da Nang City sent after the first session of the 16th National Assembly.
Voters reflect that currently the prices of many essential goods are increasing while the income of workers is still low.
Voters proposed that the Ministry of Home Affairs advise the Government to pay attention to researching and proposing adjustments to the regional minimum wage level in accordance with the actual situation, ensuring the lives of workers and creating motivation for workers to feel secure and stick with businesses for a long time.
Answering this content, the Ministry of Home Affairs said that according to the provisions of Article 91 of the 2019 Labor Code, the minimum wage is the lowest floor level to protect vulnerable workers and is the basis for employees and employers to negotiate and agree on wages.
The minimum wage is adjusted based on the minimum living standard of workers and their families; the correlation between the minimum wage and the market wage; consumer price index, economic growth rate; labor supply and demand relationship; employment and unemployment; labor productivity; business affordability. The Government decides and announces the minimum wage based on the recommendations of the National Wage Council.
In 2025, based on the provisions of the Labor Code and on the recommendations of the National Wage Council, the Ministry of Home Affairs has advised and submitted to the Government for promulgation Decree 293/2025/ND-CP dated October 11, 2025 on regulations on the minimum wage for employees working under labor contracts, applicable from January 1, 2026.
Accordingly, the minimum wages per month and per hour are adjusted to increase by an average of 7.2%.
On March 12, 2026, the Ministry of Home Affairs issued Official Dispatch No. 2135 to the People's Committees of provinces and centrally-run cities, requesting to assess the current implementation of the minimum wage and based on the factors determining the minimum wage in Article 91 of the Labor Code to propose and recommend the minimum wage, adjust the area of application of the minimum wage (if any) as a basis for the National Wage Council to have information during the negotiation process on the minimum wage.
On July 16, 2026, at the meeting of the National Wage Council, after studying, reviewing, and evaluating the implementation of the minimum wage and related factors according to the provisions of the 2019 Labor Code, the National Wage Council agreed on a plan to recommend to the Government to adjust the minimum wage to increase by an average of 7.8% and implement it from January 1, 2027.
In the coming time, based on the recommendations of the National Wage Council, the Ministry of Home Affairs will advise and submit to the Government for promulgation a Decree stipulating the minimum wage for employees working under labor contracts.
