On September 9, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra worked with the Ministry of Home Affairs on the results of task implementation in the first 8 months of the year and orientations and key tasks for the last months of 2026.
According to the Government Authority of Information and Communications, speaking at the working session, the Deputy Prime Minister requested the Ministry of Home Affairs to strongly shift from administrative management thinking to development-creating thinking, completing all goals and tasks for 2026, "resolutely not letting any tasks be missed".
The focus first of all is on institutional work and major tasks. Regarding the Project on attracting, using and developing talents in some key areas, after the conclusion of the 4th Central Conference, the Ministry must proactively deploy institutionalization immediately.
Regarding the Salary and Social Insurance Reform Project, the Ministry needs to prepare carefully, consult independent expert groups, and study many options before reporting to competent authorities. The dossiers of draft laws and reports submitted to the National Assembly at the October session must also be prepared early, ensuring progress and quality.
Researching the formation of typical core commune-level administrative units.
Regarding the 2-level local government model, the Deputy Prime Minister requested the Ministry of Home Affairs to closely follow the conclusions of the Central Government, especially Conclusion No. 76-KL/TW of the third Conference of the 14th Party Central Committee on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model.
The Ministry needs to closely monitor the operation process, especially at the commune level, promptly detect problems and propose adjustments. The Deputy Prime Minister requested to urgently complete the Project on the core model of commune-level administrative units, striving to complete it on September 15 to report to the Standing Committee of the Government.
For the community self-management model, the Ministry continues to research and improve it to be suitable for the model of villages and residential groups after arrangement and management requirements at the grassroots level in the new situation.
The Deputy Prime Minister emphasized that the workload related to local authorities, especially at the commune level, is still very large. The Ministry must regularly connect and grasp practical developments to proactively advise, from consolidating and building a contingent of officials to training, fostering, and training.
