Ms. Nguyen Thi Bach is a part-time activist, assigned to be in charge of 3 Party committees in a commune with less than 300 Party members in Ha Tinh province. According to local allowance payment regulations, she is entitled to a coefficient of 1.8 (each department 0.6).
However, when applying for resignation to enjoy the support policy under Resolution 154, Ms. Bach was only entitled to a coefficient of 0.6. This made her wonder: "Is the province's payment in accordance with the policy issued by the Central Government?"
Regarding Ms. Bach's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
According to the provisions of Article 34 of Decree No. 33/2023/ND-CP dated June 10, 2023, it is clearly stipulated that: Part-time workers at the commune level are entitled to allowances. The central budget implements allowance contracts including support for social insurance and health insurance contributions to pay monthly expenses to part-time workers at the commune level as follows:
Type I commune-level administrative units are allocated an allowance fund equal to 21.0 times the basic salary;
Type II commune-level administrative units are allocated an allowance fund equal to 18.0 times the basic salary;
Typed III commune-level administrative units are allocated an allowance fund equal to 15.0 times the basic salary.
For commune-level administrative units with an additional number of non-professional workers at the commune level as prescribed in Clause 2, Article 33 of this Decree, the total allowance fund contract is calculated to be increased corresponding to 1.5 times the basic salary/ additional non-professional worker.
The Ministry of Home Affairs said that according to Clause 5 of this Article, the Government has decentralized to local authorities to specifically regulate the contents of allowance levels for part-time workers at the commune level, in villages and residential groups in their localities.
Therefore, the Ministry of Home Affairs requests that she, based on the above regulations, give her opinion to the local government where she lives for guidance and handling according to regulations.
