On July 1, the Government Office announced that it had just issued Official Letter No. 5992/VPCP-QHDP implementing the President's conclusions at the working session with the Provincial Party Committees of Quang Ninh, Hung Yen, and Thai Binh provinces.
Accordingly, Prime Minister Pham Minh Chinh gave the following instructions:
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and agencies according to their assigned functions and tasks to study and handle difficulties and problems in implementing the two-level local government model (collective difficulties and problems of the Provincial Party Committees of Quang Ninh, Hung Yen, Thai Binh on implementing the Resolution of the 11th Conference of the 13th Party Central Committee).
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and agencies to study and handle the recommendations of the Quang Ninh Provincial Party Committee:
First, provide guidance on the authority and roadmap for implementing the termination of the operation of specialized agencies, reorganizing public service units under the district-level People's Committees and establishing specialized departments and public service units under the commune-level People's Committees.
Second, guiding the implementation of the special zone model when the operation of commune-level administrative units ends.
Third, the assignment of staff to the Party bloc, the government bloc and commune-level cadres and civil servants to units when implementing the 2-level local government model.
Fourth, the arrangement and assignment of the new team of cadres, civil servants and public employees at the commune level.
The Ministry of Construction shall preside over and coordinate with relevant ministries and agencies to study and handle the proposal of the Hung Yen Provincial Party Committee:Give opinions on adjusting the function of using the student housing area in the Hung Yen city area to public housing according to regulations.
The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to study and handle the recommendations of the Quang Ninh Provincial Party Committee: Issuing a transitional financial mechanism for localities to implement the new model, ensuring sufficient resources for regular expenditure, investment in development and implementation of social security policies, especially for localities with large areas, isolated terrain, and scattered population.
Request the Ministries of Home Affairs, Construction, and Finance to promptly handle difficulties, problems, recommendations, and proposals from the Provincial Party Committees of Quang Ninh, Hung Yen, and Thai Binh, and report to the Prime Minister on the implementation results.
