The Ministry of Home Affairs has issued Official Letter No. 4444/BNV-CCVC to the People's Committees of provinces and centrally run cities requesting localities to urgently complete the arrangement and assignment of civil servants, management leaders and professional and technical civil servants at professional agencies under the People's Committees of the communes (new).
This is a step to concretize the conclusions and instructions of the Politburo, the Secretariat and the Steering Committee of the Government in arranging and assigning cadres when implementing the two-level local government organization model, ensuring that the (new) commune-level government officially comes into operation smoothly, synchronously and effectively.
The Ministry of Home Affairs noted that in Document No. 11/CV-BCD dated June 4, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels of the Government, it has guided the standards for professional and technical civil servants at the commune level (new).
Accordingly, if commune-level cadres and civil servants (old) meet the standards and conditions, they will be arranged to the job position of civil servants at the commune level (new) and will not have to carry out procedures to receive them as civil servants; in case provincial and district-level cadres are arranged to work as civil servants at the commune level (new) according to the Project on arrangement and assignment of cadres and civil servants approved by competent authorities, they will not have to carry out procedures to receive them as civil servants.
Therefore, the Ministry of Home Affairs recommends that localities proactively arrange and assign commune-level civil servants (new) according to their authority, meeting the requirements of tasks when operating the new government apparatus from July 1, 2025.
Along with the arrangement of a general civil servant team, the Ministry of Home Affairs also has specific instructions related to personnel performing the tasks of chief accountant and accounting manager at the commune level (new).
Accordingly, at the People's Committee at the commune level (new), personnel are arranged to meet the standards and conditions prescribed by the law on accounting to perform accounting tasks according to the provisions of the 2015 Accounting Law, Decree No. 174/2016/NDCP detailing a number of articles of the Accounting Law and instructions of the Ministry of Finance cited in Official Dispatch No. 9443/BTC-QLKT dated June 27, 2025.
Therefore, it is recommended that localities arrange civil servants to take on the duties of Chief Accountant, accounting manager of the People's Council and People's Committee Office or other professional departments.
The authority to appoint chief accountants and accounting managers at the commune level (new) is decided by the Chairman of the People's Committee at the commune level (new) according to the Project on arranging and assigning cadres and civil servants working at the commune level (new) approved by the competent authority and does not have to carry out the appointment procedures according to the provisions of Circular No. 04/2018/TT-BNV of the Ministry of Home Affairs.
Not requiring a review of procedures for receiving or appointing eligible cases is a reasonable and practical solution, not arising additional procedures, helping localities remove difficulties, speed up preparation progress and ensure effective operation of commune-level (new) authorities, meeting development requirements in the new period.
