According to the Ministry of National Defense, the Mausoleum of President Ho Chi Minh and Ba Dinh Square are major cultural and artistic works, associated with important events of the country and people of Vietnam, and are sacred spaces of the capital Hanoi and the whole country.
Ba Dinh Square Grass Area is one of the particularly important spaces in the Ba Dinh Mausoleum and Square complex, regularly maintained and restored by the President Ho Chi Minh Mausoleum Management Board.
However, currently, the overall planning of Ba Dinh Square's grass field is overwhelmed by the southern villa area. This cluster of works blocks the view from Chua Mot Cot street towards President Ho Chi Minh Mausoleum and the National Assembly House, affecting the landscape and architectural space of the historic Ba Dinh Square area, affecting the solemnity and architectural value of President Ho Chi Minh Mausoleum.
The Ministry of National Defense believes that it is necessary to research, renovate and upgrade the auxiliary space around the square, turning this place into a stop and rest area to serve visitors and cultural and political events. Including the garden and green trees located in the South, at the end of Doc Lap Street.
According to the Ministry of National Defense, investing in building infrastructure to serve the reception and propaganda work of the Ho Chi Minh Mausoleum Management Board is extremely necessary and urgent, in line with the planning of the Ba Dinh Political Center.

According to the Ministry of National Defense, the land for detailed planning of the project area in the Ba Dinh political center, in Dien Bien ward, Ba Dinh district, Hanoi, is bordered by the area of Ba Dinh Square grassland to the north, borders Chua Mot Cot street to the south, borders Doc Lap street to the east, and borders Hung Vuong street to the west.
The organization of the space to expand Ba Dinh Square includes 28 lawns combined with a system of stone-concrete walking paths to ensure synchronous connection with the existing Lawn and Lawn system of Ba Dinh Square; restore the area of Hung Vuong Street to renovate and build the correct cutting area according to the approved planning orientation and construction boundaries, red line boundaries.
The Ministry of National Defense affirmed that the organization of space, architecture, and landscape in the planning area must comply with the control targets identified in the project to adjust the detailed planning of Ba Dinh Political Center, at a scale of 1/2,000; does not affect the architectural space of the adjacent area and must ensure requirements on traffic safety, fire prevention and fighting safety, etc.
The Ministry of National Defense said that the detailed planning area has 4 old, degraded villas, located adjacent to Hung Vuong, Chua Mot Cot and Ba Huyen Thanh Quan streets.
This area used to have 14 households but has been relocated, now it is vacant land, surrounded by headquarters of state agencies. The Ministry is reporting to the Prime Minister to consider the demolition plan for the above works.
The four villas proposed for demolition include: House No. 25 Hung Vuong Street (land area of 925m2), house No. 4 Ba Huyen Thanh Quan Street (1,33m2), house No. 66 Chua Mot Cot Street (1 1,014m2) and house No. 6B Chua Mot Cot Street (740m2).
The total area for detailed planning research is 7,191m2. Of which, the square land accounts for about 4,110m2, including 28 lawns and a system of paved concrete walking paths; the rest is traffic land of about 3,081m2, including sidewalks and roads.
According to the Ministry of National Defense, the Infrastructure Investment and Construction Project to serve the reception and propaganda work of the Ho Chi Minh Mausoleum Management Board to renovate and expand Ba Dinh Square is completely in line with the policy of the Party and the Government.
