The Ministry of National Defense is seeking opinions to complete the Draft Circular regulating the organization of the National Flag Raising and lowering Ceremony at Ba Dinh Square.
The purpose is to perfect the form, principles, and order of organizing the National Flag Raising and lowering Ceremony at Ba Dinh Square as stipulated in Clause 3, Article 19, Ordinance on Management and Protection of President Ho Chi Minh Mausoleum Relic Site in 2025.
According to the Ministry of Defense, it is necessary to early institutionalize the process and method of implementing the ritual of the flag, lowering the national flag on Ba Dinh Square to stipulate the law to unify the implementation, create favorable conditions for ensuring the regimes and policies for the force of the Command to protect Ho Chi Minh Mausoleum on the top of the flag and lowering the flag.
At the same time, improve the effectiveness of coordination to ensure security and safety for rituals, enhance the quality of propaganda about the National Flag-raising and lowering ceremonies in particular and the political and cultural significance of the President Ho Chi Minh Mausoleum Relic Site in general.
According to the draft circular, the national flag-raising and lowering ceremony must ensure the principles stipulated in the Ordinance on Management and Protection of President Ho Chi Minh Mausoleum Relic Site in 2025; ensure special political, historical and cultural significance to contribute to educating the honor, pride and national pride; educating the awareness and responsibility of each citizen towards the Socialist Republic of Vietnam, towards beloved Uncle Ho.
The flag-raising and lowering ceremony must be tight, solemn, and safe, creating a good impression on the people and international visitors to visit the area.
There are 4 forms of organizing the Flag-raising and flag-raising ceremony including: Daily; during holidays and Tet; the flag-raising and flag-raising ceremony is on the national anniversary; the flag-raising and flag-raising ceremony is short.
The time to organize the national flag-raising and lowering ceremony at Ba Dinh Square is expected to be as follows:
From April 1 to October 31: Flag-raising ceremony at 6:00 a.m.; from November 1 to March 31, the following year: Flag-raising ceremony at 6:30 a.m.;
The flag-raising ceremony will take place at 9:00 p.m.
This draft Circular has 7 chapters and 25 articles, expected to take effect from May 19, 2025.
