The Ministry of National Defense received a petition from voters in Thanh Hoa province transferred by the National Assembly's Committee for Petitions and Supervision.
Accordingly, voters proposed that the Ministry of National Defense pay attention to supplementing staff, improving the quality of the military command (CHQS) at commune level; identifying the title of Political Commissar as a full-time officer and limiting concurrent duties to ensure the effectiveness of tasks.
The Ministry of National Defense said that, implementing Conclusion No. 234-KL/TW dated January 10, 2026 of the Politburo on the Project on organizing the staffing of Commune-level Military Commands to meet task requirements in the new situation, the Ministry of National Defense has directed agencies to continue to study and propose the organization of local military agencies to ensure compliance with the local government at 2 levels.
Regarding the organization of the staff of the Commune-level Military Command, initially adding 1 staff of professional soldiers with the title of "Car Driver"; based on the actual situation, the Ministry of National Defense will ensure the number of troops so that the Commune-level Military Command is capable of completing tasks well.
For the title of Political Commissar of the Commune-level Military Command currently concurrently held by the Secretary of the Commune-level Party Committee according to point b, clause 1, Article 20 of the Law on Militia and Self-Defense Force No. 48/2019/QH14 dated November 22, 2019; Conclusion No. 234-KL/TW dated January 10, 2026 of the Politburo on the Project on organization and staffing of the Commune-level Military Command; Resolution No. 66/12/2026/NQ-CP dated January 26, 2026 of the Government on the organization and operation of the Commune-level Military Command.
Based on the actual situation, the Ministry of National Defense continues to direct agencies to research, amend, and supplement the system of legal normative documents to serve as a basis for adjusting the organizational structure (positions, titles) of local military agencies, including the Commune-level Military Command to be appropriate.
