The Ministry of National Defense received a petition from voters in Thanh Hoa province transferred by the National Assembly's Committee for Petitions and Supervision regarding responding to voters' petitions sent after the First Session of the 16th National Assembly.
Accordingly, voters in Yen Thang commune proposed that the Ministry of National Defense consider and have a mechanism to recruit trained cadres according to Decision No. 799/QD-TTg and Circular No. 87/2011/TT-BQP into the Military Command of commune level to supplement forces and avoid wasting trained human resources.
Localities have implemented sending cadres to participate in training according to the above program. However, when implementing the local government at 2 levels, implementing the policy of bringing regular officers to communes to hold positions in the Military Command (CHQS) at commune level and only arranging and assigning Commanders first, without mentioning the content of recruiting cadres sent for training according to Decision No. 799/QD-TTg and Circular No. 87/2011/TT-BQP.
Answering this opinion, the Ministry of National Defense said that in the first quarter of 2026, the Minister of National Defense decided to recruit officers and professional soldiers to ensure troop numbers for the Commune-level Military Command. The recruited subjects are civil servants holding one of the positions of Commander, Deputy Commander, Assistant of the Commune-level Military Command.
To meet the requirements of political tasks, ensuring the highest military personnel for the Commune-level Military Command to successfully complete tasks in the coming time, the Ministry of National Defense has directed functional agencies and units: Continue to review, approve, and propose competent authorities to appoint reserve officers to serve in the army, recruit a contingent of cadres into the Commune-level Military Command for those who have graduated from university majoring in basic military affairs.
Requesting the recruitment of professional soldiers to ensure professional and technical personnel for units lacking troops (calculated according to the commune-level Military Command headquarters) for cases with professional diplomas in training suitable to the professional military title standards specified in the Organization and Staffing Chart from subjects including: Civil servants who have been appointed to positions at the commune-level Military Command when implementing local government at 2 levels but do not meet the conditions for recruitment into the ranks of officers; have aspirations but have not been considered for professional military recruitment;
At the time of implementation, the local government at 2 levels is holding one of the titles: Commander, Deputy Commander at the Commune-level Military Command, has been granted dismissal and has been continued to be assigned to other work by the Party Committee and local government, but has not yet been recruited as civil servants or public employees; subjects who have completed or are training in basic military affairs at the regular system at military schools.
The Ministry of National Defense has directed functional agencies to continue monitoring and guiding units to review, summarize, and report recruitment proposals for the above-mentioned subjects.
Based on reports and proposals from agencies and units, the Ministry of National Defense will consider and decide to recruit eligible candidates in the near future.
