On December 29, according to Lao Dong reporters' investigation, voters in Lai Chau, Binh Dinh, Thai Binh, Tuyen Quang provinces and Ho Chi Minh City have made recommendations related to policies for militia and self-defense forces.
Accordingly, voters requested the Ministry of National Defense to consider and advise competent authorities to adjust and increase the position allowance regime for militia and self-defense commanders in accordance with the current practical situation.
Responding to this content, the Ministry of National Defense said that this agency has presided over and coordinated with ministries, branches and 63 provinces and centrally-run cities to study and draft a Decree amending and supplementing a number of articles of Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government, including adjusting the increase in the level of enjoyment of a number of regimes and policies for militia and self-defense forces according to the current basic salary level (Submission No. 3037/TTr-BQP dated August 22, 2023 of the Ministry of National Defense).
On February 8, 2024, the Ministry of National Defense issued Report No. 523/BC-BQP explaining the acceptance of the Deputy Prime Minister's direction on the draft amendments and supplements to a number of articles of Decree No. 72/2020/ND-CP. The scope of adjustment is to increase the level of enjoyment of a number of regimes and policies for militia and self-defense forces, the level of enjoyment of allowances for militia and self-defense command positions; the level of ensuring regimes and policies for each militia and self-defense force component; the agency responsible for ensuring funding, regimes and policies for militia and self-defense forces not participating in social insurance and health insurance.
However, Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government stipulates that "from July 1, 2024, the basic salary is VND 2,340,000/month"; on November 27, 2024, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Health Insurance, at Point d, Clause 3, Article 12 stipulates: "Standing militia are entitled to health insurance guaranteed by the state budget".
Therefore, the Ministry of National Defense continues to direct the Drafting Committee to adjust the draft amendments and supplements to a number of articles of Decree No. 72/2020/ND-CP of the Government in the direction of increasing the level of enjoyment of a number of regimes and policies for militia and self-defense forces according to the new basic salary of VND 2,340,000/month and subjects entitled to health insurance (standing militia) to comply with the current legal system, report and submit to the Government.
The Ministry of National Defense said that this agency is completing the draft dossier of the above Decree to submit to the Government.
