On March 27, Senior Lieutenant General Vu Hai San - Member of the Party Central Committee, Deputy Minister of National Defense - had a working session with the General Department of Logistics and Engineering (General Department of HCKT) and relevant agencies on the implementation of public housing (NOCV) and social housing in the Ministry of National Defense.
According to the report of the General Department of HCKT, by March 2025, the entire army currently has 19,594 NOCV apartments managed by 44 units under the Ministry of National Defense.
Of which, in the 2021-2024 period, 24 projects with 1,576 apartments have been completed. It is expected that by the end of 2025, an additional 3,607 apartments will be completed; bringing the total total pension fund for the entire army to 23,201 apartments.
Regarding the investment results for the construction of the army's capital in the period of 2021-2025, by the end of 2024, there will be 64 projects with 5,183 apartments. The urgent need to hire OVN for officers in the entire army by 2030 is about 37,500 people.
Notably, Resolution No. 1658-NQ/QUTW dated December 20, 2022 of the Central Military Commission determined the target of meeting about 80% of the demand for housing by 2030 (about 30,000 apartments). To implement the Resolution's targets, it is necessary to invest in about 6,800 apartments in the 2026-2030 period.
Thereby, synthesizing and proposing a plan for the development of social housing in the Ministry of National Defense for the 2026-2030 period with 42 projects, with a scale of 6,571 apartments in 23 units in 22 provinces and centrally-run cities.
Regarding the implementation of social housing, on December 17, 2024, the Minister of National Defense gave instructions, assigning the General Department of HCKT to preside over and coordinate with the Ministry's functional agencies to study legal regulations to soon implement the development of social housing for the armed forces, meeting the housing needs of the Ministry of National Defense according to regulations.
The General Department of Electricity and Business has issued a document proposing to develop a Housing Development Project for the Armed Forces in the Army and will report to the Central Military Commission Standing Committee in the third quarter of 2025.
Based on reports from units under the Ministry, the demand for social housing of subjects under the management of the Ministry of National Defense is 76,686 subjects in 63 provinces and centrally-run cities.
Currently, the General Department of Housing and Investment has reported to the Head of the Ministry of National Defense and draft documents of the Ministry of National Defense sent to the Provincial People's Committee for synthesis into the local housing development program and plan according to the provisions of law.
The General Department of HCKT has also sent documents to the Head of the Ministry of National Defense to the Ministry of Construction on registering the target of implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030".
Concluding the conference, Senior Lieutenant General Vu Hai San requested the General Department of Electricity and Communications and relevant agencies to continue to closely coordinate, inspect and urge the implementation of NOCV projects to ensure progress and quality.
Senior General Vu Hai San noted that the NOCV is built on national defense land, so agencies and units must strictly manage it according to regulations on national defense land management; ensure security, safety and clearly stipulate the subjects allowed in the NOCV.
