On March 11, in Hanoi, the Ministry of National Defense organized a conference to thoroughly grasp and implement the 2026 plans of the Ministry of National Defense on developing science and technology, innovation, digital transformation (S&T, Innovation, DS), implementing Project 06 and administrative reform.
At the conference, delegates listened to reports evaluating the development of S&T, Innovation, DS, implementation of Project 06 and administrative reform in 2025 in the Ministry of National Defense; deployment of tasks for 2026; listened to presentations from representatives of agencies and units.
In 2025, the Central Military Commission and the Ministry of National Defense led and directed the organization of research, thorough grasp and serious and timely implementation of resolutions and directions of the Politburo, the Government and the Prime Minister; fully implemented the tasks assigned by the Central Steering Committee and the Government, creating an important premise for the implementation of tasks in 2026.
Agencies and units have thoroughly grasped and strictly implemented Resolutions, programs, and plans on S&T, Innovation, and Digital Economy development, implementing Project 06, administrative reform and the "Digital Education for All" movement, thereby raising awareness and responsibility of Party committees, commanders at all levels and officers and soldiers throughout the army.
S&T and innovation activities are implemented with many new orientations and ways of doing things; S&T tasks are more breakthrough, strategic, and large-scale, focusing on solving urgent issues in training and combat readiness.
Many weapons and high-tech equipment products have been researched and successfully produced. Resources and technology infrastructure serving the development of S&T and DS continue to be concerned with investment.
The Ministry of National Defense's data center has been put into operation; the military data transmission network connects to 100% of level 1, 2, 3 and 95.6% of level 4 units throughout the army. Viettel Group has completed the deployment of 20,000 5G stations, produced and equipped 20,000 computers; and built a dedicated mobile network of the Ministry of National Defense.
Speaking to direct at the conference, Senior Lieutenant General Nguyen Van Hien - Member of the Party Central Committee, Deputy Minister of National Defense, Deputy Head of the Steering Committee of the Ministry of National Defense on S&T, Innovation, DS development, implementation of Project 06 and administrative reform - praised agencies and units that have proactively and actively implemented the tasks of S&T, Innovation, DS development, implementation of Project 06 and administrative reform in the past time, achieving many important results;
At the same time, pointing out some shortcomings and limitations in the process of organization and implementation; requesting Party committees and commanders of agencies and units to seriously draw experience and focus on leading and directing timely overcoming in 2026.
To effectively implement the goals and tasks in 2026, Senior Lieutenant General Nguyen Van Hien requested agencies and units to focus on thoroughly grasping and effectively implementing a number of key tasks.
In which, members of the Steering Committee, according to their assigned functions and tasks, proactively lead and direct the strict implementation of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 3488-NQ/QUTW of the Central Military Commission; fully implement the directions of the Central Government and the Government; promote information, propaganda, inspection and supervision.
