Minister of Construction Tran Hong Minh has just signed and issued Report No. 453/BC-CP on receiving, explaining and revising the draft Resolution of the National Assembly to pilot a number of specific mechanisms and policies for social housing development.
The draft resolution, after receiving it, has adjusted housing conditions to enjoy social housing support policies.
Previously, the draft resolution stipulated that in cases where policy beneficiaries own houses, the shortest distance from the place where they own houses to the workplace must be 30km or more.
Explaining this, the Government commented on the issue of unreasonable distance from home to work because work is often not fixed. Social housing needs to be linked to family needs, so the shortest distance from home to social housing project should be 30km or more.
There are also opinions suggesting that the regulation on 30km distance when buying social housing should be removed, replaced with flexible regulations on distance or travel time; based on actual circumstances.
Some delegates proposed assigning the Provincial People's Committee to specify housing conditions for those who have their own house but are far from work. At the same time, clearly stipulate the conditions for enjoying social housing, the mechanism for transparent and digital approval, and assign responsibility to localities to authenticate the beneficiary list.
Many other delegates proposed expanding the conditions for receiving social housing benefits, giving priority to workers with stable jobs in localities lacking projects, and being able to buy/rent social housing elsewhere if confirmed by the agency.
The Government assigns the Chairman of the Provincial People's Committee to regulate appropriately for each region. Clause 2 needs to be re-study, shortening the distance to make it more convenient for workers, and referring to international experience (for example 5-10km). In Hanoi and Ho Chi Minh City, it is necessary to reconsider the gap due to traffic congestion.
Acquiring the opinions, the Government revised the draft Resolution in the direction of the local actual conditions, the provincial People's Committee specifies the conditions of housing to enjoy social housing support policies in case of its own housing but away from the working location.
Regarding the establishment of the National Housing Fund (Article 4), the Government said that many opinions agreed and proposed to clarify the operating model, legal status, functions, tasks, and principles of operation of the fund.
Acquiring opinions, the Government revised the draft resolution in the direction of the National Housing Fund, which is the budget foreign finance fund, with legal status, operating without profit purposes. The National Housing Fund consists of the central housing fund established by the Government and local housing fund established by the provincial People's Committee.
The Government also received and revised the regulations on the establishment goals and expenditure tasks in the direction of the National Housing Fund to invest in the construction of social housing, invest in the construction of technical infrastructure, social infrastructure of social housing investment projects, create social housing, housing for cadres, civil servants, public employees, and workers to rent.
At the same time, the contents of the fund's expenditure tasks, scale... will be clarified in the decree detailing this resolution to ensure that the expenditure tasks are consistent with the fund's establishment and operation goals.
According to the session agenda, this afternoon (May 29), the National Assembly will vote to pass the National Assembly Resolution on piloting a number of specific mechanisms and policies for social housing development.
