On May 24, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
Explaining the issue of concern to delegates, Minister of Construction Tran Hong Minh said that the Party and State are interested in and identify caring for and solving housing for people as a key task in the socio-economic development of the country.
The Government has a project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030".
However, in reality, in the past nearly 5 years, there have been only 679 projects nationwide, of which 108 projects have been completed with 73,000 apartments, equivalent to 15% of the target.
In 2025 alone, the target is 100,000 units, but so far only 15,600 units have been completed, while 19,492 new units have been started, Thus only reaching 44%.
According to the Minister, the reason for this situation is due to problems in mechanisms, institutions, policies, processes, and procedures, so the Government has drafted a Resolution to propose policy mechanisms to remove difficulties for investors participating in social housing.
The draft Resolution focuses on two groups of issues.
The first group is the fund; subjects; purchase and rental prices...; conditions for subjects to enjoy the policy.
The second group is for investors to include procedures, processes, and processes for project implementation.
Regarding the credit package of VND120,000 billion for social housing, then increased to VND145,000 billion, the Minister said that only VND3,042 billion had been disbursed in April, equivalent to nearly 3% in 5 years, which was very poor.
"Some regulations are too strict on credit procedures, so it cannot be done," the Minister of Construction emphasized
The Minister stated that in reality, if according to current regulations, to assign investors to implement housing projects through bidding, in particular, implementing procedures and processes can take up to 300 days, which can be very frustrating for investors.
Therefore, the draft Resolution has many simplified and integrated regulations to significantly reduce the time for procedures, the implementation time is only 75 days.

Responding to the delegates' comments on social housing prices, in response to many opinions suggesting the need to regulate floor prices, the Minister affirmed that it is not possible to regulate them according to floor prices, but there will be instructions for localities to implement.
For example, after the house model is designed, the Department of Construction and the Department of Finance will approve the estimated price. Social housing prices have only increased by 10% compared to the estimate. If the floor price is included, it will be difficult to implement because each place has different material prices.
"If we give floor prices, then here, about 34 provinces and cities cannot give a common floor price. Each place has a different unit price for materials and supplies, we must regulate according to the estimated price," the Minister emphasized.
