The document clearly states that agencies, organizations, and localities thoroughly and widely disseminate the political significance of the task of general reviewing the VBQPPL system, creating unity in awareness and action in leadership, direction, and timely, effective, and quality implementation of the task of general reviewing the VBQPPL system nationwide.
Based on the Plan to implement the general review of the VBQPPL system issued by the Steering Committee, agencies, organizations, and localities develop and issue specific plans to implement the general review of the VBQPPL system at their agencies, organizations, and localities, ensuring "6 clarities": clear people, clear tasks, clear time, clear responsibilities, clear authority and clear results.
In which, it is absolutely necessary to ensure timely implementation and quality requirements for work as identified in the Resolution of the National Assembly Standing Committee, documents of the Steering Committee, Standing Agency of the Steering Committee (Ministry of Justice).
Heads of agencies, organizations, and localities directly direct and are responsible for the results of the general review of the VBQPPL system under the responsibility of their agencies, organizations, and localities, ensuring compliance with legal regulations.
Guidance of the Steering Committee, competent agencies, in which special attention is paid to assessing the results of institutionalizing the Party's guidelines and policies into laws within the scope of industry, field, and area of management; implementing information and reporting regimes in accordance with requirements.
Agencies, organizations, and localities prioritize and urgently allocate funds, resources, and other assurance conditions to effectively implement the task of general reviewing the VBQPPL system; mobilize and arrange capable and experienced officials to participate in the task of general reviewing the VBQPPL system.
Attach importance to collecting opinions from experts, scientists, jurists, lawyers, affected parties, organizations, individuals, the business community, and representatives of industry and trade associations into the general review process.
Propose solutions to improve the legal system; strengthen the application of digital technology and artificial intelligence to support the review of legal documents.
Standardize, clean up and promptly, fully, and accurately update information and document data on the National Database on Law; organize training, guidance, and exchange to handle difficulties and obstacles in the process of implementing the task of general reviewing the system of VBQPPL under its responsibility.
The Standing Committee of the Steering Committee, members of the Steering Committee, members of the Steering Committee's Working Group organize the implementation, ensuring the correct progress, quality, and effectiveness of assigned tasks.
