The Party Central Committee has issued Regulation No. 19-QD/TW on political and ideological work in the Party (Regulation 19-QD/TW).
Article 6 of Regulation 19-QD/TW states the responsibilities of Party committees at all levels in leading, directing, and organizing implementation.
Regarding leadership, direction, and responsibility of the Party Committee collective: Be responsible for leading, directing, and organizing the regular and comprehensive implementation of political and ideological work within the management scope; ensuring that all guidelines, resolutions, work orientations, and action plans are in accordance with the Party's guidelines and policies and laws of the State.
Effectively overcome the situation of words not matching deeds, understanding and grasping guidelines and policies but not implementing them. Constantly improve the leadership and direction capacity of the Party Committee for political and ideological work, especially in the context of increasingly complex impacts of social networks and digital platforms; strengthen the application of digital technology, artificial intelligence, and big data to analyze and forecast ideological and public opinion trends.
Strictly implement the Regulations on what party members are not allowed to do, the Regulations on revolutionary ethical standards for cadres and party members in the new period, and Party regulations related to political and ideological work.
Responsibilities of the head: Proactively grasp the ideological situation of cadres, party members and people; strengthen dialogue, promptly detect, direct handling and orient ideology towards issues arising in practice.
Regarding the organization of research, study, and thorough grasp of resolutions, Party committees and heads of Party committees at all levels are responsible and directly lead, direct, organize research, study, thorough grasp, and disseminate Party resolutions; ensuring that 100% of cadres and party members under their management are studied, thoroughly grasped, and implemented.
Regularly organize political activities associated with the implementation of specific practical direction requirements; guide monthly political learning associated with Party cell activities.
Improve the quality of activities and practical direction capacity of grassroots Party committees, ensuring that all policies are concretized and effectively implemented.
Innovating research methods, studying resolutions, strengthening the application of technology, diversifying transmission forms, approach methods, proactively discussing, dialoguing, applying theory to practice, ensuring the motto "understanding deeply, acting correctly, doing to the end".
Periodically and regularly evaluate research and learning results, changes in awareness and actions of organizations and individuals.
Proactively coordinate and promote the role of state management agencies, press agencies, the Fatherland Front, socio-political organizations; promote digital transformation, apply technology, mobilize communication channels to improve the quality and effectiveness of management, propaganda, political and ideological education.
Not to be affected, transformed, dragged, or depraved
Regulation 19-QD/TW dedicates 1 chapter to state the responsibilities of cadres and party members. Article 8 states the requirement to maintain a firm position and political bravery.
Regarding political and ideological stances, the regulation clearly states the requirement to absolutely trust, be steadfast and protect Marxism-Leninism, Ho Chi Minh's ideology, the Party's renovation guidelines, the goal of national independence and socialism. Absolutely loyal to the Party, to the Fatherland and the people; always putting the interests of the Party, nation, and people first and foremost.
Regarding political bravery, the regulation clearly states the requirement not to waver in the face of difficulties and challenges, to be steadfast in the face of all material and power temptations; not to be affected, transformed, dragged, or depraved.
Promptly identify and proactively spread positive information; prevent toxic and harmful information in cyberspace; prevent and fight against wrong and hostile views suitable to the capacity and conditions of each person.
Deeply aware of the duty and responsibility before the Party and the people; dedicated and devoted to work; persistent and resolute in performing assigned responsibilities and tasks; ready and striving to complete all tasks.
