Minister Luong Tam Quang emphasized that the Vietnamese Ministry of Public Security highly appreciated the initiative of the Russian Federation Security Council to organize a Dialogue between senior leaders in charge of security of BRICS and countries of the Southern Hemisphere, considering this an important opportunity to discuss and promote cooperation to address global security challenges.
Over the past decade, peace and cooperation have remained the major trends in the world and the region, with multilateralism and globalization being the dominant trends. However, in recent times, the world and regional situation has been volatile, with complex and unpredictable developments, and increasing instability…
In that context, international security is facing more and more challenges and risks. Non-traditional security challenges such as terrorism, cyber security, migration, climate change, environmental pollution, food security, epidemics, etc. directly affect all countries, seriously threatening the lives and livelihoods of people in all countries.
The above reality requires countries, regional and international organizations to strengthen solidarity, unify views on risks and dangers in the security field, promote dialogue; expand mutually beneficial cooperation on the basis of equality and respect for each other's development path.
For that reason, Minister Luong Tam Quang suggested that senior leaders in charge of security of BRICS member countries and countries in the Southern Hemisphere pay attention to a number of solutions such as: Prioritizing the building of strategic trust, perfecting the security cooperation framework between countries, especially in the emerging security field; improving the effectiveness and efficiency of global governance mechanisms to effectively respond to challenges to regional and international security and stability...
For Vietnam, as a peace-loving country that has experienced many wars, Vietnam always advocates promoting equal cooperation between countries and territories in effectively resolving global security issues; supporting the resolution of conflicts and disputes through dialogue on the basis of respecting international law and the United Nations Charter, taking into account the legitimate interests and concerns of the parties involved, for peace and stability in the region and the world.
With that foreign policy orientation, Vietnam is always ready to coordinate and participate with BRICS countries and countries in the Southern Hemisphere to conduct dialogue and practical cooperation to jointly deal with risks and challenges, maintain a peaceful, secure, safe and sustainable development environment.
On the sidelines of the Conference, Minister of Public Security Luong Tam Quang had bilateral meetings with heads of delegations from countries, including Cuba, Belarus and India, to discuss cooperation in the coming time.
