This morning (November 12), at the 8th Session, the National Assembly continued the questioning session with Minister of Information and Communications Nguyen Manh Hung.
Questioning, delegate Tran Quoc Tuan (Tra Vinh delegation) said that currently, online advertising often relies on user data, sometimes violating privacy and personal data. This raises concerns about the security of consumers' personal information when using services or accessing websites.
The delegate cited statistics showing that the amount of personal information and privacy of users stolen in the first 6 months of 2024 increased by 50% compared to the first 6 months of 2023, causing outrage in society.
From there, the delegate requested that, as the leader of the information and communications industry, the Minister clarify solutions to proactively coordinate prevention and containment.
Responding to this issue, Minister Nguyen Manh Hung cited information that online scammers have a lot of personal information, and listening to them makes you feel like they are government officials.
The Minister told a story about going to change his glasses but was asked by the staff where he lived, what his name was, how old he was, and what he did for a living.
“They also think in the direction of having information to build customer data. Small companies like that do not understand the law, when collecting information they must ask for permission, and must have a secure system to protect that information from being attacked,” said Minister Nguyen Manh Hung.
The collection of personal information can be for internal system operators to sell information, sell to others. Therefore, popularizing the law on network security, information security, the responsibility of the person collecting personal information, data protection, and proper use is a big story.
In 2023-2024, the Ministry of Information and Communications considered this a key issue and organized many inspection delegations.
“This is the first time we have inspected personal data protection, including telecommunications networks with many customers, postal companies, banks, social networks, etc. We have discovered many errors and made corrections.
In particular, we have widely publicized those errors in the media to remind businesses that when collecting information, they must collect it in accordance with the law" - Minister Nguyen Manh Hung emphasized.
According to the Minister, we have the Decree on Personal Data Protection, the Law on Cyber Security, the Law on Network Information Security. In the near future, we can upgrade the Decree on Data Protection to the Law on Personal Data Protection, which the National Assembly will discuss and pass.
