Continuing the 9th Session, on May 28, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Planning.
After the delegates gave their opinions, Minister of Finance Nguyen Van Thang gave a speech explaining a number of issues raised by the delegates.
Regarding the delegate's opinion proposing to consider temporarily suspending the implementation of the Law on Planning and the Law on Bidding if there are many problems, Minister of Finance Nguyen Van Thang said "it cannot be done, if it cannot be controlled, it will immediately cause chaos".
According to the Minister, all countries in the world have the Bidding Law. When public investment capital is used, the budget must be used according to the Law on Bidding.
The Minister said that what is not suitable or not suitable in the Law must be meticulous, must be adjusted, and must be built to be able to be implemented. A country must have laws and must have planning.
"If we stop the Planning Law and Bidding Law now, can the Government manage it or not, and can localities implement it or not," said Minister of Finance Nguyen Van Thang.

Regarding amending and supplementing a number of articles of the Law on Planning, Minister Nguyen Van Thang assessed that this amendment to the Law is very important to promptly handle urgent and urgent issues that need to be handled immediately, especially those arising in the process of implementing the arrangement of organizations and apparatus according to the 2-level local government model.
"If this period is not revised, from July 1, the provinces will operate according to the new model, and all projects under the locality will not be able to be implemented. That is the reason why this law must be urgently amended. What is needed, we keep, what is not needed, we boldly abandon it", Minister Nguyen Van Thang stated.
In particular, the amendment of the Law focuses on 3 groups of issues.
First, ensure immediate adjustment of planning at all levels. Accordingly, all localities will implement planning adjustments immediately after the Resolution on merging provincial-level administrative units takes effect. At the same time, it ensures the principle that the plans being implemented continue to be implemented until the adjusted plan takes effect.
Second, in this draft law, decentralization and delegation of power will be promoted to the maximum, enhancing autonomy, proactiveness in creativity, and self-responsibility of all levels and sectors.
Minister Nguyen Van Thang assessed that if it is according to the provisions of the current Planning Law, decentralization will be very difficult.
Third, continue to remove difficulties and obstacles arising in practice that must be handled immediately to implement projects, meeting the requirements of 8% growth in 2025 and double-digit economic growth in the period of 2026 - 2030.

Regarding the planning content, according to Minister Nguyen Van Thang, in order to create initiative and flexibility in implementing the planning, accepting the opinions of delegates, the draft law is amended in the direction of the content of national planning, regional planning, and provincial planning, including only regulations of an orientational framework and open nature to create and expand development space.
The detailed content will be shown in the planning with specialized technical characteristics, the specific content of the national planning, regional planning, and provincial planning will be stipulated in the decree to create flexibility in implementation when the decree is issued.
