Continuing the 9th Session, on the morning of May 28, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Planning.
Participating in contributing opinions, delegate Ta Van Ha - National Assembly Delegation of Quang Nam province raised the question "Why is this law amended many times but still confused? ".
The delegate expressed concern about whether the amendment and supplementation of some articles of the Law this time has really been taken from the root, or will continue to be unfounded.
According to the delegate, the spirit of this draft law is to convert the planning method, basically changing from traditional planning such as decentralization, localization by field to planning with multi-sector, comprehensive, linked and interconnected integration.
"The team of experts at the grassroots level is very important, but there are cases where this new spirit has not been grasped, the approach, coordination between sectors and connections is still limited, and new models and new ways of doing things have not been identified," said delegate Ta Van Ha.

The delegate also emphasized that according to the new spirit of the law, it is necessary for a "conductor" with a lot of experience, experience, and vision to connect and integrate plans but currently not yet available.
From the above issues, the delegate suggested that it is necessary to stay calm to find the right reason why there are still problems with "amending and correcting" like that, so that the adjustment can be truly fundamental to solve the problem of the planning problem.
Delegate Nguyen Quang Huan - National Assembly Delegation of Binh Duong Province proposed to consider and temporarily suspend the implementation of the Planning Law.
The delegate stated that the Law on Planning drafted from 2017 will not be implemented until 2020. Next, in 2022, the National Assembly issued Resolution 61, raising many planning issues and suggesting that the Government should assess and amend the overall meaning of this Law.
"We will later amend them, but mainly amend the chapters and articles, not solving the fundamental problem", delegate Huan gave his opinion and suggested that we should boldly see how feasible the current Planning Law is.
Bringing evidence, delegates said that there were provinces and localities, despite being approved by the Prime Minister for the use of planning, but for 10 years has not done. When asked, the locality brought the reason for the application that was still in the Ministry of Construction, waiting for the establishment of the planning assessment council - "so that wasted resources".

The delegate said that there are currently other laws, such as the Construction Law, that have also stipulated in great detail about planning.
"I boldly suggest that the National Assembly, drafting agencies, and competent authorities consider whether we should temporarily suspend the implementation of this Planning Law for a while so that we can comprehensively re-evaluate, and at least stop some of the things that the delegates are currently struggling with.
If in a short time, we demand to repair and replace one thing and the other, then there may be another place without fully assessing the impact. I think, if the speed is not achieved, we can temporarily stop to review what is really stuck, what is really hindered, and what is really preventing Resolution 68 from being implemented quickly and synchronously with Resolution 198 that the National Assembly has just issued," delegate Nguyen Quang Huan suggested.
