Overcoming all difficulties
Looking back over the past 5 years, in the context of many complex and unpredictable developments in the world and the region, especially the severe impact of the COVID-19 pandemic and climate change, the Party Committee, government and people of Ca Mau have united, strived and achieved important, quite comprehensive achievements in all fields.

The work of building and rectifying the Party and the political system is considered the most prominent mark, implemented synchronously and effectively.
The arrangement of the apparatus in a streamlined, compact, and strong direction has created a "revolution". After the merger of the two Party Committees of Bac Lieu and Ca Mau provinces, it is a historic step, creating new development space.

Currently, the Ca Mau Provincial Party Committee has 68 Party Committees under the Provincial Party Committee with 1,222 grassroots Party organizations and 82,297 Party members. The work of preventing and combating corruption and waste has been drastically promoted, thereby firmly strengthening the people's trust.
Overcoming difficulties, Ca Mau's economy still maintains a good growth momentum, with an average GRDP growth rate of more than 7%/year.

Economic pillars have been effectively implemented. Agriculture continues to be a solid support, in which the seafood industry, especially shrimp, maintains its spearhead role, worthy of being the "shrimp capital of the country".
The industrial sector recorded important progress, especially the seafood processing industry with over 80 factories, with a total designed capacity of about 500,000 tons/year; along with the gas-electric- fertilizer industry and renewable energy. The province has completed and put into operation 16 wind power projects with a total capacity of more than 870MW. Total export turnover for 5 years reached more than 11.3 billion USD.

Socio-economic infrastructure has been strongly invested in with many key projects such as the Can Tho - Ca Mau Expressway, upgrading Ca Mau Airport, 1,200-bed General Hospital... creating a new momentum for development. The new rural construction program has changed the face of the countryside, significantly improving people's lives.
Cultural and social fields have also made much progress. The quality of education has been improved, the rate of schools meeting national standards has increased rapidly, reaching 84%. Medical capacity, especially in disease prevention, has been consolidated and clearly demonstrated through the fight against the COVID-19 pandemic.

Social security work, policy family care and poverty reduction programs have been strongly directed, helping the material and spiritual life of the people to constantly improve. Complete the program to eliminate temporary and dilapidated houses soon. In 5 years, the province has attracted more than 29 million tourists, bringing in revenue of VND 30,638 billion.
Expectations for a breakthrough
This Congress clearly identifies the general goal: building a truly clean and strong Ca Mau Provincial Party Committee; maximizing human resources, natural resources and the strategic location of the extreme southern region; focusing on breakthroughs in science and technology, innovation and digital transformation, creating momentum for green growth and comprehensive development.

At the same time, Ca Mau focuses on building a streamlined, effective and efficient political system, improving the quality of cadres, innovating leadership methods; focusing on developing the marine economy, ecological agriculture, processing industry, renewable energy and tourism typical of Mui land.

Towards the Congress, a series of emulation movements and meaningful projects were vigorously implemented throughout the province. Ca Mau people expect this Congress to make breakthrough decisions, effectively exploiting the potential of the sea, forest, land, people and special geopolitical position, turning Ca Mau into a dynamic and modern socio-economic center of the Southwest region.
Ms. Le Thi Ai Nam - former Deputy Secretary of the Bac Lieu Provincial Party Committee - said that Ca Mau has sufficient infrastructure for development. The province has many advantages in aquaculture, energy, culture, tourism... so in the coming term, it is hoped to make a breakthrough.

Mr. Nguyen Van Hon, Director of Hoang Hon tourist facility, Dat Mui commune, Ca Mau, said: the highway, seaport, and road to Hon Khoai island are all in Dat Mui, and the people here are happy because this is an opportunity for Dat Mui to get closer to all regions of the country; an opportunity for Ca Mau to develop.
