At the recent 8th Session, with 458/459 National Assembly deputies participating in the vote, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.
The law officially takes effect from December 1, 2024. The newly passed law amends and supplements Article 11 on positions and titles of officers.
Accordingly, the basic positions of officers include: Minister of National Defense; Chief of the General Staff; Director of the General Department of Politics; Deputy Minister of National Defense; Deputy Chief of the General Staff; Deputy Director of the General Department of Politics; Director of the General Department, General Director, and Political Commissar of the General Department.
The positions of Commander and Political Commissar include Military Regions, Military Services, Border Guards, and Army Corps.
The following positions include Deputy Director of the General Department, Deputy Director General, Deputy Political Commissar of the General Department; Deputy Commander, Deputy Political Commissar: Military Region, Service, Border Guard, Army Corps; Commander, Political Commissar: Service, Navy Region; Deputy Commander, Deputy Political Commissar: Service, Navy Region;
Division Commander, Political Commissar of Division; Commander, Political Commissar of Provincial Military Command; Commander, Political Commissar of Provincial Border Guard Command; Deputy Division Commander, Deputy Political Commissar of Division; Deputy Commander, Deputy Political Commissar of Provincial Military Command; Deputy Commander, Deputy Political Commissar of Provincial Border Guard Command.
Other positions include Brigade Commander, Brigade Political Commissar; Deputy Brigade Commander, Deputy Brigade Political Commissar; Regiment Commander, Regiment Political Commissar; Commander, Political Commissar of District Military Command;
Deputy Regiment Commander, Deputy Regimental Commissar; Deputy Commander, Deputy Political Commissar of District Military Command; Battalion Commander, Battalion Political Commissar; Deputy Battalion Commander, Deputy Battalion Political Commissar; Company Commander, Company Political Commissar; Deputy Company Commander, Deputy Company Political Commissar; Platoon Leader.
The maximum age limit for officers serving in the army according to military rank: Lieutenant 50 years old; Major 52 years old; Lieutenant Colonel 54 years old; Senior Colonel 56 years old; Colonel 58 years old; General 60 years old.
When the military has a need, officers with sufficient political qualities, ethics, capacity, health and volunteering can have their active service age extended as prescribed in Clause 1 of this Article for no more than 5 years; in special cases, it can be extended longer according to regulations of the Minister of National Defense.
According to General Nguyen Tan Cuong - Chief of the General Staff of the Vietnam People's Army, the regulation to increase the maximum age limit for officers serving in the army is one of the policies to attract human resources to serve the army.
The purpose of increasing the age of active service is to promote the capacity, qualifications and experience of the basically trained officers, contributing to reducing the pressure on training cadres, ensuring that the majority of officers, especially those at the rank of Lieutenant Colonel or below, upon retirement have enough years of social insurance participation to enjoy a maximum pension of 75%.
Thus, this is one of the policies to attract high-quality human resources to serve the army.
