The National Assembly has just passed the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army. The Law officially takes effect from December 1, 2024.
Article 18 of the law clearly stipulates the promotion and salary increase of officers before the deadline.
Officers are considered for promotion ahead of schedule in case of outstanding combat achievements or commendation for work.
Another case is the successful completion of duties and tasks in which the current military rank is two or more levels lower than the highest military rank prescribed for the position or title the officer is holding, or the current military rank is lower than the highest military rank for the command or management position.
Officers are considered for early salary increase if they achieve outstanding achievements in combat or are commended for their work.
The Government shall specify the criteria and standards for considering the promotion of general officers ahead of schedule. The Minister of National Defense shall specify the criteria and standards for considering the promotion of colonel and lieutenant officers and the salary increase of officers ahead of schedule according to regulations.
The Law also stipulates that when performing duties and responsibilities, they are entitled to the same benefits as officers working in the army; the agency or organization where they are seconded ensures working and living conditions; when the secondment mission ends, they are considered and assigned to a suitable position; in case of being assigned to a position lower than the secondment position, the benefits of the secondment position are retained.
Officers who are not allowed to take annual leave due to duty requirements will, in addition to their salary, be paid an additional amount equal to their salary for the days they do not take leave.
Active officers are guaranteed health care; when injured, sick, pregnant, have accidents or occupational risks, they are examined and treated at medical examination and treatment facilities according to the provisions of the law on health insurance and enjoy other health care regimes according to the provisions of the law.
Biological father, biological mother, legal guardian; biological father, biological mother, legal guardian of wife or husband; wife or husband; biological children, legally adopted children under 18 years old; biological children, legally adopted children from 18 years old and above who continue to attend high school of active officers without health insurance shall be issued a health insurance card, and shall be examined and treated at medical examination and treatment facilities according to the provisions of the law on health insurance.
After reaching the highest military service age prescribed by this law, if one has paid social insurance for 20 years or more, one is eligible to retire.
At the same time, enjoy the nursing care regime, care when suffering from serious illness, information regime, funeral support when passing away according to Government regulations.
With the contents of the law passed by the National Assembly, delegate Ho Thi Minh (Quang Tri delegation) said that this is a great source of encouragement for the officers of the Vietnam People's Army.
The law has adjusted many policies and regimes to better ensure officers, such as reasonably increasing the time of active service so that officers can enjoy a maximum pension of 75% according to the provisions of the Law on Social Insurance and the Labor Code.
According to the delegate, we have recently adjusted policies in the People's Public Security force, so adjusting policies in the People's Army force at this time is reasonable.
"With the National Assembly's attention to both forces, I believe that officers serving in the military are very happy to welcome the new policies that the National Assembly has just passed," the delegate shared.
