Regarding this content, Deputy Prime Minister Le Thanh Long - Chairman of the Amnesty Advisory Council signed Instruction No. 88/HD-HDTVDX implementing Decision No. 758/2024/QD-CTN dated July 30 .2024 of the President on special amnesty in 2024.

According to Decision No. 758 of the President, regarding the conditions for being offered special amnesty, people who are serving a fixed-term prison sentence and people whose life sentence has been commuted to a term of imprisonment can be recommended for special amnesty. must meet all of the following conditions:
Have made a lot of progress, have a good sense of reform and are classified as having served their prison sentence fairly or well according to the provisions of law on execution of criminal sentences;
Having served a prison sentence of at least 1/2 of the time in the case of a fixed-term prison sentence, if the term of imprisonment has previously been reduced, the reduced term shall not be included in the time already served. serve a prison sentence;
Have served a prison sentence of at least 15 years in cases where life imprisonment has been reduced to term imprisonment, if after being reduced to term imprisonment, the term of sentence continues to be reduced After being sentenced to imprisonment, the reduced term will not be counted towards the time already served.
Have completed serving the additional penalty of a fine and paid court fees;
