On the afternoon of October 17, right after the closing session, the Standing Committee of the Hanoi Party Committee chaired a press conference to inform about the results of the 18th Hanoi City Party Congress, term 2025-2030.
The press conference was chaired by Mr. Nguyen Van Phong - Standing Deputy Secretary of the City Party Committee; Ms. Phung Thi Hong Ha - Deputy Secretary of the City Party Committee, Permanent Vice Chairman of the City People's Council; Mr. Nguyen Trong Dong - Deputy Secretary of the City Party Committee, Vice Chairman of the City People's Committee.
Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that Hanoi is concretizing two important planning areas of the Capital, including: General planning for the construction of Hanoi Capital to 2045, with a vision to 2065 and Capital development plan to 2030, with a vision to 2045.
Mr. Phong emphasized that Hanoi must develop according to a multipolar, multi-center model, not concentrating all urban functions in the inner city area.
In the document of the 18th Hanoi Party Congress, the city has also clearly identified that in the coming time, it will focus on developing satellite cities, especially the western area with Hoa Lac satellite city associated with Hoa Lac High-Tech Park and Hoa Lac University Area.
According to Mr. Phong, to realize this orientation, there needs to be a comprehensive and synchronous solution. It is expected that by the end of this year, Hanoi will start construction of the Metro Van Cao - Hoa Lac urban railway line, creating a foundation for developing this area into a university and science and technology urban area, with the core being Hoa Lac High-Tech Park, Hanoi National University and about 300 hectares of land for the university area to relocate universities from the inner city to this area.
In addition, Hanoi will focus on developing urban areas in the Northern region including Dong Anh, Me Linh, Soc Son (old), taking the smart city as the core; at the same time, continue to calculate the development of Son Tay urban area and the urban chain along Ring Road 4, associated with Phu Xuyen urban area and the cargo transit center, Ngoc Hoi national railway hub station.
"This is a fundamental orientation, associated with the relocation of medical and educational facilities that are not in accordance with the planning out of the inner city, in accordance with the direction of the Central Government, and Hanoi is making efforts to implement it," said the Standing Deputy Secretary of the Hanoi Party Committee.
However, Mr. Nguyen Van Phong said that - before, there were still many people and many educational institutions that misunderstood and needed to clearly understand that it was not necessary to relocate all universities out of the inner city, but only relocate student training.
"Schools are still retained, continue to be centers for postgraduate research, training and international cooperation," Mr. Nguyen Van Phong emphasized.
Develop a comprehensive project to solve problems of air pollution and river pollution
Mr. Nguyen Van Phong said that the city has developed a comprehensive project on air pollution and river pollution issues and is vigorously implementing them, and will continue to promote them in the coming time.
The Standing Deputy Secretary of the Hanoi Party Committee informed that Hanoi has a specific plan to strive to revive rivers by 2028. "This is a huge problem, cannot be solved in a day or two, requires a lot of resources and high determination," Mr. Phong emphasized.
Accordingly, the city focuses on the goal of reviving inner-city rivers such as To Lich River, Kim Nguu River, Set River, and Lu River. For inter-regional rivers, Hanoi determined to solve the problem of regional linkage, closely combining with other localities.
In the political report of the 18th Hanoi City Party Congress, term 2025-2030, the city also clearly stated the orientation of coordination with localities to focus on handling pollution of inter-provincial and inter-regional rivers such as the Day River, Nhue River, and Bac Hung Hai River.
Mr. Phong cited that the recent unusual flood in Thai Nguyen caused the entire Cong and Cau river systems to directly affect Hanoi and neighboring provinces such as Bac Ninh. Therefore, coordination between localities is a mandatory factor to be able to thoroughly solve environmental problems, irrigation and drainage in downstream areas.
Regarding air pollution, the Standing Deputy Secretary of the City Party Committee also said that the city has a separate project, focusing on handling it drastically. Hanoi has clearly identified the sources of air pollution from many different fields, thereby developing appropriate solutions for each source, with the coordination of domestic and international experts and scientists to synchronously and effectively implement the capital's air quality improvement program.
