The Ministry of Home Affairs provides guidance on how to calculate policies and regimes for cadres, civil servants, public employees, and workers who retire early or quit their jobs due to streamlining the apparatus.

On January 17, Minister of Home Affairs Pham Thi Thanh Tra issued Circular No. 01/2025/TT-BNV guiding the implementation of policies and regimes for cadres, civil servants, public employees and workers in the implementation of organizational restructuring of the political system.

This Circular guides the implementation of policies and regimes for cadres, civil servants, public employees and employees in agencies, organizations and units specified in Article 1 of Decree No. 178/2024/ND-CP in the process of reorganizing the apparatus and administrative units at all levels of the political system, including:

How to determine the time and monthly salary to calculate policies and benefits;

How to calculate policies for people who retire early;

How to calculate the severance policy for cadres, civil servants and commune-level cadres and civil servants;

How to calculate the severance policy for civil servants and employees and implement the policy of training and improving the qualifications of cadres, civil servants and public employees after reorganization.

Policies and regimes for officials prescribed in Circular No. 01/2025 shall be applied from January 1, 2025.

If there are any difficulties or problems during the implementation process, the Ministry of Home Affairs requests that agencies, organizations and units report to the Ministry for research and resolution.
