Mr. Hoang Anh (character's name has been changed) received a Certificate of Merit from the Ministry in 2018. In 2022, he received another Certificate of Merit from the Ministry and from 2019 to 2023, he was awarded the title of Emulation Fighter at the grassroots level 4 times.
In 2024, two of his subordinates were disciplined (the violation was discovered in 2020).
"So will I be considered for a Certificate of Merit from the Prime Minister? Will the disciplinary action against my two subordinates affect my performance?" - Mr. Hoang Anh wondered.
Regarding Mr. Hoang Anh's reflection and recommendation, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, at Point b, Clause 1, Article 73 of the Law on Emulation and Commendation stipulates one of the criteria for proposing to award a Certificate of Merit from the Prime Minister to an individual: Having been awarded a Certificate of Merit from a Ministry, department, branch, or province and continuously for 5 years or more up to the time of proposal to be recognized as having completed the task well or better, during which time the title of "Basic Emulation Fighter" has been awarded 3 times.
According to the above regulations: If in 2018, you were awarded a Certificate of Merit from the Ministry for your achievements and from 2019 to 2023, you have achieved the title of Emulation Fighter at the grassroots level 4 times, you are eligible to be considered for a Certificate of Merit from the Prime Minister.
However, if he is also considered and handled for responsibility related to the disciplinary reprimand of two subordinates in 2024, leading to failure to meet the criteria for awarding emulation titles and forms of commendation during the period of calculating achievements up to the time of proposing commendation, he will not be eligible for the Prime Minister's Certificate of Merit.
