Ms. Ho Thi Thanh (Hanoi) said that in 2023, she was a Basic Emulation Fighter (excellently completing tasks, no initiatives); in 2024, she was a Basic Emulation Fighter (well completing tasks and having 3 initiatives).
Thus, Ms. Thanh is a Basic Emulation Fighter for two consecutive years 2023 and 2024.
"So am I qualified to apply for the Minister's Certificate of Merit?" - Ms. Thanh wondered.
Regarding Ms. Ho Thi Thanh's reflection, the Ministry of Home Affairs has responded on the Electronic Information Portal.
At Point d, Clause 1, Article 74 of the Law on Emulation and Commendation stipulates one of the criteria for awarding or posthumously awarding a Certificate of Merit from the Ministry, Department, Branch, or Province to an individual: Having been awarded the title of Emulation Fighter at the grassroots level twice in a row or having been recognized for excellent performance of tasks for two consecutive years or more, during which time two initiatives have been recognized and effectively applied within the grassroots level or having two scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the grassroots level.
Comparing the above regulations, the criteria for awarding Certificates of Merit of the Ministry, Department, Branch, and Province to individuals are as follows:
In case the title of Emulation Fighter at the grassroots level is considered for individuals who "meet the standards for the title of Advanced Worker and have initiatives recognized by the grassroots level or have scientific topics, scientific projects, scientific and technological works that have been accepted", in addition to the 2 initiatives/scientific topics used to consider awarding the title of Emulation Fighter at the grassroots level, there must be 2 more initiatives that have been recognized and effectively applied within the grassroots level or 2 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the grassroots level to be eligible to be proposed for consideration for a Certificate of Merit from the Ministry, Department, Branch, or Province.
In case the title of Emulation Fighter at the grassroots level is considered for individuals who "meet the standards of the title of Advanced Worker and excellently complete their tasks", they must have 2 initiatives that have been recognized and effectively applied within the grassroots level or 2 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the grassroots level to be eligible to be proposed for a Certificate of Merit from the Ministry, Department, Branch, or Province.
