This content is mentioned in the appendix issued together with Resolution No. 105/NQ-CP promulgating the action program to implement Conclusion No. 210-KL/TW on continuing to build and complete the organizational structure of the political system in the coming time.

The Government requests the arrangement of public non-business units (DVSNCL) in accordance with the direction of the Central Government, as required in directing documents and related plans.

Regarding the arrangement of public non-business units under ministries and sectors, basically maintaining the public non-business units specified in the Government's Decree stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies.

Continue to review and arrange public non-business units under ministries and sectors (Project Management Boards, research institutes, vocational education institutions... ) according to the orientation in Official Dispatch No. 59-CV/BCĐ.

Arrange higher education institutions according to the project to arrange and reorganize the system of higher education institutions developed by the Ministry of Education and Training, submitted to competent authorities for approval; maintain units that have reached a level of regular expenditure autonomy or higher and are in accordance with the planning approved by competent authorities.

Rearranging public non-business units under offices, departments under ministries, and ministerial-level agencies performing functions to serve state management and provide basic and essential public service services, ensuring streamlining, effective and efficient operation; other public non-business units must self-ensure regular expenditures or more.

The Ministry of Home Affairs is assigned to coordinate with ministries, ministerial-level agencies, and People's Committees of provinces and cities directly under the central government to monitor and summarize the arrangement of Private Enterprises of ministries, ministerial-level agencies, and localities according to the direction of competent authorities.

According to research, in Quang Ngai, this locality has requested specialized agencies to proactively advise and propose models for organizing DVSNCL, ensuring unity before submitting to competent authorities for consideration.

The requirement is to promote decentralization and delegation of power: localities that meet the conditions should be assigned the right to proactively implement, avoiding the situation of pushing work to the provincial level.

Regarding the arrangement of public school dormitories, complete the plan and report to submit to the Standing Committee of the Provincial Party Committee for decision in April 2026. In the field of education, the arrangement will be implemented after the end of the school year to ensure stability of students' psychology.

In Ho Chi Minh City, this locality also requested to continue to consolidate the organizational structure of the administrative apparatus and VBSPs at commune level according to regulations, and at the same time complete the streamlining of VBSPs.
