The Ministry of Home Affairs is assigned to propose specific options for implementing salary reform according to the roadmap, and directly report to the Deputy Prime Minister on March 30.

In Notice No. 143/TB-VPCP of the Government Office, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra requested careful preparation and proposed specific plans to implement salary reform (CCTL).

In the notice, the Ministry of Home Affairs is assigned to urgently complete and submit to the Government a series of Decrees guiding the Law on Civil Servants (completed before April 30); Decree on adjusting the base salary for cadres, civil servants, public employees (CBCCVC), armed forces and related subjects from July 1, 2026.

Notably, the Ministry of Home Affairs is required to prepare carefully, propose specific plans for implementing CCTL according to the roadmap, and directly report to the Deputy Prime Minister on March 30.

According to Resolution 27-NQ/TW of 2018 of the Central Executive Committee, the new salary structure includes: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund).

CBCCVC is supplemented with bonuses, the bonus fund is about 10% of the total salary fund of the year, excluding allowances.

Salary scales include: 1 position salary scale applied to CBCCVC holding leadership positions (elected and appointed) in the political system from the Central to commune levels; 1 professional and nghiệp vụ salary scale according to civil servant ranks and professional titles of public employees applied generally to civil servants and public employees who do not hold leadership titles; each civil servant rank and professional title of public employee has many salary levels.

Building 3 salary scales for the armed forces, including: 1 salary scale for military officers, officers, non-commissioned police officers (according to positions, titles and military ranks or ranks); 1 salary scale for professional soldiers, police technical specialists and 1 salary scale for national defense workers, police workers (in which maintaining the salary correlation of the armed forces compared to administrative civil servants as at present).

Regarding salary policy, at the 2nd meeting in 2026 of the Government Steering Committee for Science, Technology Development, Innovation, Digital Transformation and Project 06, the Ministry of Home Affairs said that the Government has issued Decree No. 07/2026/ND-CP dated January 10, 2026, amending and supplementing regulations on salary regimes for CBCCVC and armed forces, contributing to continuing to improve the salary mechanism in the public sector in the direction of gradually improving income and creating motivation for the CBCCVC team.

The Ministry of Home Affairs is studying and drafting a Decree regulating the basic salary level for CBCCVC and armed forces.

At the same time, deploy a preliminary review of the implementation of Resolution No. 27-NQ/TW on CCTL to comprehensively assess the achieved results and propose solutions to continue to improve in the coming time.

Previously, in Official Dispatch No. 2201/BNV-CTLBHXH dated March 13, 2026 of the Ministry of Home Affairs on seeking opinions on the draft Decree adjusting pensions, social insurance allowances and monthly allowances, the Ministry of Home Affairs proposed 2 options:

Option 1: From July 1, 2026, it is proposed to increase by 4.5% and add 200,000 VND/month on the benefit level of June 2026 for groups according to regulations.

Option 2: From July 1, 2026, the pension, social insurance allowance and monthly allowance levels of the above-mentioned groups are proposed to be adjusted to increase by 8% compared to the level enjoyed in June 2026.

The group benefiting before January 1, 1995 with a level lower than 3.8 million VND/month after adjustment was also supplemented according to a mechanism similar to option 1, in order to narrow the benefit level gap.
