Building an online administrative system
In early July, Mr. Nguyen Hong Lai - former Deputy Director of the Department of Culture, Sports and Tourism of Quang Nam (old) - quietly traveled 50km back to the mountain to take on a new assignment: Secretary of the Party Committee of Tra Tan commune, one of the newly established mountainous communes in Da Nang city.
The four sides are mountainous forests, with scattered residents, many places still lack electricity and water, cut roads, and unstable phone waves... However, the first thing he does is not to rearrange tables and chairs, but to direct the installation of a public wifi system so that people can declare and submit administrative documents online.


Just a few days later, a young man named Ho Van Loi gave birth to a child on the online system. It only took me 15 minutes to complete the documents. Commune officials enthusiastically guided like relatives in the house, said Mr. Loi.
Tra Tan commune was established from two communes, the old Tra Tan and Tra Giac, with an area of over 183 km2 and a population of over 6,000 people, most of whom are ethnic minorities. In the old Tra Giac alone, more than 50% of the population is poor households, and to get to the commune center, it sometimes takes a whole day to cross the forest and cross the mountain. In that situation, the fact that people can easily complete electronic records is an unprecedented transition.
Without a dangerous mountain road like Tra Tan, Tan Hiep island commune (Cu Lao Cham) is cut off by storms, 15km from the mainland. After the merger, this place was reinforced with 17 more cadres from Hoi An City (old) to the island to standardize the new government model.


The guest house only has 5 rooms, many staff members have to stay with the residents, go to the market, and cook for themselves. But every morning, they still regularly open their doors to receive people, support land declaration, civil status... "No matter how difficult it is, as long as people do not have to go to the mainland just to submit a set of documents," Mr. Nguyen Minh Duc - Vice Chairman of the Commune People's Committee - shared.
Maintain the government's rhythm in high mountains and islands
On July 8, Mr. Tran Nam Hung - Vice Chairman of the People's Committee of Da Nang City - conducted a field inspection in Nam Tra My Commune - a newly established mountainous commune, with more than 7,600 people, of which ethnic minorities account for 82%. The commune currently has 10% of poor households, more than 120 households do not have safe electricity for daily life, and many places do not have stable 4G waves.

According to local reports, there is still a shortage of technology infrastructure, no digital operation center, outdated information technology equipment, limited staff qualifications... This is also a common concern of mountainous staff before the major reform.
"Commune officials now have to work at the district level as before. Despite limitations in capacity, infrastructure... we still try every day, unite to overcome difficulties to best serve the people. At the same time, the City needs to have synchronous investment solutions and training cadres, especially in remote areas, to avoid the situation of new models but old infrastructure" - Secretary of Tra Tan commune - Mr. Nguyen Hong Lai - confided.
Speaking at the meeting, Mr. Tran Nam Hung emphasized: "The city government does not leave commune-level brothers alone in this major reform". Da Nang will continue to accompany and support remote communes, islands and islands to build essential infrastructure, develop human resources and improve the quality of life for people.
