Minh Chau is the only island commune of the capital in this administrative unit arrangement. From the city center, boats and ferries are a popular means of transportation to Minh Chau commune.
After the merger, many cadres from the city were transferred to work in Minh Chau commune. Most of the officers had to travel a distance of 30 to 40km, in some cases up to 70 - 80km. Along with that, officers also had to cross the Red River by boat to get to the workplace. Because currently, the commune does not have a public housing to accommodate civil servants.
On the first day of operation of the new administrative apparatus, the atmosphere in Minh Chau island commune became more bustling than usual. Many cadres and civil servants woke up early in the morning to catch the boat trip to the Red River to the commune to work.
A former cadre at the People's Committee of Tay Dang town, which is only more than 2km from her home, and now being transferred to work at the Office of the Party Committee of Minh Chau commune, Ms. Phung Thi Ha said: Although she has to travel longer, especially to cross the Red River every day, she is always ready to accept the task and complete the assigned work best.
"Touring by boat across the Red River at first felt difficult and arduous, but over time it became a habit. However, if the city builds a bridge across the Red River, it will make it much easier for cadres and civil servants to travel and also contribute to promoting the socio-economic development of the island commune, Ms. Phung Thi Ha shared.

Ms. Phung Thi Thanh Tho, a naturalized judicial officer, who used to work at the Ba Vi District Land Fund Development Center and now works in Minh Chau commune, also needs to make more efforts.
"I live in Co Do commune, 15km away, so I have to wake up at 6am every day to catch the boat trip. Some days, the boat was missing, so I had to wait 20 - 30 minutes. The first days were very difficult, but after a long time, it became a habit, the islands became closer and closer," said Ms. Tho.
Ms. Tho added that public service software systems, from the commune level to the city level, are now operating stably. However, due to the sparse population, small number of businesses and citizens, many administrative procedures have not arisen regularly. Although she took on the entire civil status judicial work process alone, she still tried her best to complete the task with a high sense of responsibility.
On the same morning, the People's Council of Minh Chau commune for the 2021 - 2026 term held its first meeting, considering important contents related to personnel work and local socio-economic development directions.

Mr. Nguyen Duc Tien - Party Secretary, Chairman of the People's Council of Minh Chau commune said that out of the current more than 60 commune cadres and civil servants, many have been mobilized from agencies under the city, district and county.
To facilitate the situation, the commune has arranged accommodation near the headquarters for long-term staff. Mr. Tien himself also chose to stay in the island commune and only returned to the inner city on weekends to visit his family.
